On September 6, the Hanoi People’s Committee commenced construction on Component Project 3 of the Ring Road 4 – Capital Region project, a public-private partnership (PPP) initiative.

The 113-kilometer-long expressway traverses Hanoi, Hung Yen, and Bac Ninh provinces. It commences at the Noi Bai-Lao Cai Expressway intersection in Kim Anh commune, Hanoi, and concludes at the Noi Bai-Ha Long Expressway intersection in Phuong Lieu ward and Chi Lang commune, Bac Ninh. Notably, 71% of the route is designed as an elevated highway.

The project’s initial phase involves a four-lane configuration with a road width of 17 meters and a bridge width of 17.5 meters. Three major bridges will span the Hong (Red) River, Me So, and Hoai Thuong rivers, featuring a width of 24.5 meters to accommodate motorbikes and non-motorized vehicles, enhancing mobility for local residents.

The total investment for Component Project 3 exceeds VND 56,290 billion, with 47% funded by the state budget and 52% contributed by investors. As per the signed contract, the construction duration is set at 30 months.

This critical national infrastructure project holds strategic significance in perfecting the transportation network and bolstering regional connectivity.

The Ring Road 4 – Hanoi Capital Region project encompasses three project groups, comprising seven component projects across three localities: Hanoi, Hung Yen, and Bac Ninh. Component Project 3 serves as the centerpiece, boasting the largest scale and investment value. It also marks the first BOT project following the enactment of the PPP Law.

According to Thanh Nien, three land clearance component projects have approved methods and reclaimed 1,382.16 out of 1,402.69 hectares, achieving approximately 98.53%. Efforts are underway to complete land clearance by 2025 for handover to the enterprise, ensuring construction progress.

The three parallel road construction component projects are underway, with ongoing work on embankments, bridges, culverts, and sections reaching the asphalt concrete layer. The overall progress stands at about 52.6% of the contract value, with Hanoi at 70%, Hung Yen at 45%, and Bac Ninh at 34%. The target is to substantially complete the work by 2025 and conclude it entirely by Q1/2026.

Ring Road 4 holds strategic importance in transportation infrastructure development, regional connectivity enhancement, and direct linkage between Hanoi and neighboring provinces. It synchronizes with the expressway-radial axis system, emerging as the new transportation artery for the Capital Region. This project will catalyze socio-economic development, attract investment, and facilitate the formation of satellite urban areas and new growth poles.
