On September 8, Prime Minister Pham Minh Chinh chaired the first thematic Government meeting on law building for September 2025, providing opinions on nine draft laws. These included the Law on Personal Income Tax; the Law on High Technology (amended); the Law amending and supplementing a number of articles of the Law on Technology Transfer; the Law amending and supplementing a number of articles of the Law on Intellectual Property; the Law amending and supplementing a number of articles of the Law on International Treaties; the Law amending and supplementing 10 laws related to security and order; the Law on Protection of State Secrets (amended); the Law amending and supplementing 15 laws in the fields of agriculture and environment; and the Law on Press (amended).

In his speech, Prime Minister Pham Minh Chinh stated that since the beginning of the term, the Government has focused on vigorously promoting the construction and perfection of institutions – one of the three strategic breakthroughs and an important pillar, creating a strong impetus for the country to step firmly into a new era. During this period, the Government has organized 42 thematic meetings on law building, considering and giving opinions on about 80 law and resolution projects.
In August and September 2025, the Government continued to focus on law-building work, organizing thematic meetings on law building to timely complete and submit to the National Assembly about 113 dossiers, documents, submissions, and reports, including 47 law and resolution projects at the 10th session of the 15th National Assembly.
According to the Prime Minister, the time left until the opening of the 10th session of the 15th National Assembly is not much, the workload is very large, the tasks and requirements are very high and complex. Therefore, ministries and agencies, especially heads of agencies, need to raise their sense of responsibility, leadership, and direction, arranging time, human resources, and resources for law-building and institutional perfection; with high determination, great efforts, and drastic and effective actions to achieve the goal of building and perfecting institutions as required by the Central Steering Committee for Institutional Building and Law Making, with General Secretary To Lam as the Head.
The Prime Minister requested that ministers and heads of ministerial agencies directly guide the work of building and perfecting institutions, taking main responsibility for the quality of policies and laws in their respective fields, especially for the law projects and resolutions to be submitted to the 10th session of the 15th National Assembly. For now, it is imperative to ensure the quality and progress of the law projects and resolutions to be adopted by the National Assembly at the upcoming session.
The Prime Minister emphasized the great importance and necessity of the discussed contents, including laws in the form of “one law amending multiple laws,” aiming to perfect the legal framework and enhance the effectiveness of state management in several crucial areas in the context of deep international integration. These laws also aim to create a favorable and conducive legal environment, ensuring the legitimate rights and interests of people and businesses, while promptly addressing legal difficulties and obstacles to promote socio-economic development and strive to achieve the set growth targets.
The Prime Minister noted: “What is ripe and clear, proven by reality to be correct and agreed upon by the majority should be legalized; what is still fluctuating and not within the competence of the National Assembly should be built into Government decrees for adjustment”; “the provisions need to be concise and go straight to the current problematic issues”…
The Prime Minister suggested that the submitting agencies ensure brevity and clarity in presenting the content for consideration; clearly stating the omitted, refined, and amended content, especially the content related to decentralization and devolution, coupled with resource allocation, enhanced capacity for implementation, strengthened inspection, supervision, and control of output, and reviewed and reduced by at least 30% the number of administrative procedures, the time for implementation, and the cost of compliance with administrative procedures. The submitting agencies should also clearly state their views on issues with differing opinions.
