With the aim of connecting the infrastructure of the former Ha Nam and Nam Dinh provinces with the North-South Expressway, the
Liem Son interchange project on the Cau Gie-Ninh Binh Expressway was inaugurated in early 2023 by the former Ha Nam, now Ninh
Binh province.

The project, with an investment of 3,742 billion VND, will provide seamless connectivity between the North-South Expressway and
National Highway 1 in the former Ha Nam province, as well as National Highways 21A and 21B in the former Nam Dinh province.

Apart from its role in regional connectivity (between the former provinces of Ha Nam, Nam Dinh, and Ninh Binh, now the new Ninh
Binh province), the Liem Son interchange and accompanying road infrastructure will also provide a direct link between prominent
historical and tourist sites, such as Tam Chuc (former Ha Nam) – Den Tran (former Nam Dinh) – Bai Dinh (Ninh Binh).

Over the past two years, the investor, Project Management Unit for Construction Investment of Ninh Binh province (formerly Project
Management Unit for Construction Investment of Ha Nam province), and contractors have been working diligently. They fenced off
the main expressway and constructed temporary roads on both sides to divert expressway traffic (as indicated by the red arrows).

As of now, the Liem Son interchange is almost complete, with construction units finalizing the last details, including the
installation of signage.

The expressway on both sides of the overpass at the interchange is currently being asphalted.

According to the construction and traffic organization plan, after the opening to traffic, vehicles on the expressway will use the
overpass, and the center of the interchange below will be for the project road and the connecting branches to the expressway.

Upon the completion of the Liem Son interchange, expected in Q4 2025, Ninh Binh province’s transportation infrastructure will be
connected to the North-South Expressway, boosting local economic development, social progress, and tourism.
