On September 11, the 1st Quang Ngai Provincial Party Congress for the term 2025 – 2030 officially opened. This is the first provincial Party Congress in the country.
The Congress was attended by 450 delegates, including 384 appointed delegates and 66 ex-officio delegates, representing 91,788 party members in the provincial Party organization. Of these, 95 were female delegates, accounting for 21.1%, and 76 were ethnic minority delegates, accounting for 16.9%.
At the Congress, Ms. Dinh Thi Hong Minh – Vice Secretary of the Provincial Party Committee, on behalf of the Presidium, announced the decision of the Politburo on the appointment of the Executive Committee, the Standing Committee, the Secretary, and the Vice Secretaries of the Quang Ngai Provincial Party Committee for the 1st term, for the 2025 – 2030 term.
According to the decision of the Politburo, the Executive Committee of the Quang Ngai Provincial Party Committee for the 2025 – 2030 term comprises 68 members, and the Standing Committee comprises 17 members. Ms. Bui Thi Quynh Van was appointed as the Secretary of the Provincial Party Committee.

In her acceptance speech, Secretary Bui Thi Quynh Van affirmed that this was a great honor and also a significant political responsibility for the Executive Committee of the Provincial Party Committee.
Ms. Bui Thi Quynh Van, 51, is a native of Nghia Lo Ward, Quang Ngai Province. She joined the Party in 1999 and currently holds an Advanced Political Theory degree and a Master’s degree in Literature Theory.
From July 2010 to August 2020, Ms. Van held various positions, including Secretary of the Provincial Youth Union, Secretary of Tu Nghia District Party Committee, Head of the Provincial Mass Mobilization Commission and Secretary of Ly Son District Party Committee, Chairwoman of the Provincial People’s Council, Vice Secretary of the Provincial Party Committee, and Permanent Vice Secretary of the Provincial Party Committee.
From August 2020 to June 2025, she served as Secretary of the Quang Ngai Provincial Party Committee for the 2015 – 2020 and 2020 – 2025 terms, concurrently holding the position of Chairwoman of the Provincial People’s Council during this period.
After the merger of Quang Ngai and Kon Tum provinces into the new Quang Ngai province, Ms. Van was appointed by the Politburo as the Secretary of the Quang Ngai Provincial Party Committee (new) for the 2020 – 2025 term. She has now been officially appointed by the Politburo as the Secretary of the Quang Ngai Provincial Party Committee for the 2025 – 2030 term.
