“King of the Tunnels”: Deo Ca’s 100-Day Campaign Activates: Marshalling 6,000 Workers and 2,600 Machines for Two Billion-Dollar Highway Projects

With the Prime Minister's directive, Deo Ca Group is expediting its efforts to mobilize resources and manpower to ensure the timely completion of the expressway projects.

According to information from Deo Ca Group, in the afternoon of September 10th, at the IC01 interchange (Km0+400) – the connection point of Huu Nghi – Chi Lang and Dong Dang – Tra Linh expressway projects in Lang Son province, the investor consortium led by Deo Ca Group collaborated with project enterprises and contractors to organize a ceremony to launch the high-peak emulation movement with the theme “100 days and nights to complete the Huu Nghi – Chi Lang and Dong Dang – Tra Linh expressway projects.”

Speaking at the opening ceremony, Mr. Pham Duy Hieu, Deputy General Director of Deo Ca Group, said that the consortium has mobilized nearly 6,000 officers, engineers, and workers, along with 2,600 equipment units on hundreds of construction sites, striving to complete the entire 150 km length of the two expressways by 2026.

For the Huu Nghi – Chi Lang Expressway project, within the scope of the 57.16 km route length that has been handed over, the contractors have mobilized 2,652 personnel, 1,243 equipment units, and deployed 141 construction sites across 04 packages. The implementation value has reached approximately VND 2,463 billion out of VND 6,580 billion (equivalent to 37.44% of the contract value) so far.

Regarding the Dong Dang – Tra Linh Expressway project, phase 1, the contractors are focusing on deploying more than 3,300 workers along with 1,468 machinery equipment units, simultaneously carrying out 287 “breakthrough” construction sites along the route. The output has reached VND 4,108.86 billion out of VND 11,396 billion (36.06% of the contract value), equivalent to 62% of the 2025 breakthrough output.

The plan is to open to traffic 40 km on a concrete asphalt foundation, 19 km on a crushed stone foundation, and 34.25 km on a K95 fill foundation by December 19, 2025, for the remaining sections.

At the launching ceremony, Deo Ca Group called on the units to continue to concentrate resources for the final construction sprint in the next 100 days to ensure the opening of the expressways by December 19, 2025, which marks the 79th anniversary of the National Resistance War and also coincides with the Party Congress as directed by the Prime Minister.

Deo Ca Group commits to decisive and synchronized management, strengthening human resources, ensuring continuous construction finance, and improving project management quality.

To maximize the effectiveness of the movement, the investor consortium proposed to the People’s Committees of Lang Son and Cao Bang provinces and relevant departments to direct the removal of obstacles related to land, material mines, waste dumps, infrastructure relocation, compensation, and resettlement, as well as ensuring security and order. At the same time, they requested competent state agencies to coordinate in implementing the mechanism of “completing, inspecting, and paying for completed works,” unifying procedures to shorten the time for approving dossiers, especially for key items.

The Huu Nghi – Chi Lang Expressway is 43 km long, with an additional 17 km of branches connecting Tan Thanh and Coc Nam. The total investment is over VND 11,000 billion. The project was started in April 2024 and is expected to be opened to traffic by the end of 2025 and completed in 2026. This strategic route of Lang Son province connects three international border gates, promoting trade in the Northeast region. While land clearance has reached nearly 98%, there are still challenges related to infrastructure relocation and waste dumps.

The Dong Dang – Tra Linh Expressway is 121 km long, with a total investment of nearly VND 23,000 billion. It is divided into two phases: phase 1 is over 93 km long and started in early 2024, and phase 2 started in August 2025 with a total investment of over VND 12,000 billion. The expressway will reduce the travel time between Cao Bang and Hanoi to 3.5 hours, forming an international expressway connecting to China. Despite the completion of land clearance, the project still faces complex terrain and challenging construction conditions.

In addition to the above two projects, in the period of 2025-2026, Deo Ca Group will implement a series of other large-scale projects such as the Cao Bang – Bac Kan expressway, the Quy Nhon – Pleiku expressway, Cat Lai tunnel, the Hong River embankment expressway, the North-South high-speed railway, and the Hai Phong – Hanoi – Lao Cai route. The total workload under study in these projects amounts to 245 km of tunnels, valued at US$10 billion.

Deo Ca Group is collaborating with many large Chinese construction corporations to research and simultaneously deploy two construction technologies, NATM and TBM, for some key projects.

Currently, Deo Ca Group holds 80% of the market share in the tunnel industry, with experience in constructing more than 55 km of tunnels and operating 11 road tunnels with a total length of 32.5 km. The group is also the only unit in Vietnam capable of constructing special-grade tunnels (over 1,500m).
