On September 12th afternoon, at the National Assembly House, the National Assembly Standing Committee continued its 49th meeting, providing opinions for the second time on the preparation work for the 10th session of the 15th National Assembly.

Presenting a summary report, Le Quang Tung, Secretary General of the National Assembly and Chief of the National Assembly Office, informed that at this session, the National Assembly is expected to consider and decide on 43 law and resolution projects related to law-making; 12 groups of contents on socio-economic issues, state budget, supervision, and other important issues; while studying 13 groups of reports from agencies.
Regarding the procedure, it is expected that the 10th session will be inaugurated on October 20, 2025, with a total working time of about 42 days. Two options are proposed for consideration: the first option is to divide the session into two periods with an 8-day break in between, closing on December 18, 2025 (with December 19 as a backup); the second option is to have continuous sessions to finish earlier on December 12, 2025 (with December 13 as a backup), providing more time for agencies and localities to summarize the year and prepare for 2026.
As planned, each law and resolution project will have 0.25 days of discussion in groups and 0.5 days in the hall, with flexible adjustments depending on the nature of the content. In addition, one day at the beginning of November will be allocated for group discussions on the draft documents to be submitted to the 14th Congress of the Party; while arranging group discussions for the Law on Supervision Activities of the National Assembly and People’s Councils (amended), and the Law on Planning (amended).
The session for questioning and answering questions is expected to take place within 2 days, a reduction of one day from the initial plan. The National Assembly will also consider and decide on personnel work right from the beginning of the session. Some reports on socio-economic issues and state budget will be presented together at the plenary session.

Concluding the meeting, Mr. Tran Thanh Man, Chairman of the National Assembly, requested the Secretary General of the National Assembly and the Office of the National Assembly to continue reviewing and completing the report to serve the meeting between the Party Committee of the National Assembly and the Party Committee of the Government, closely following the Law on Promulgation of Legal Documents (amended), regulations, and internal rules of the National Assembly to ensure the quality and procedure for the law and resolution projects.
The Chairman of the National Assembly emphasized that there is not much time left for the preparation of the 10th session, and agencies need to work urgently and enhance coordination between the Council of Ethnic Groups, the Committees, and the ministries and sectors. The Government is requested to carefully review and ensure that the law and resolution projects put forward for discussion meet the requirements, while the Council of Ethnic Groups and the Committees need to be proactive and coordinate in advance to guarantee the quality.
Building on the achievements of the 9th session, the Chairman of the National Assembly suggested promoting the application of digital technology and artificial intelligence in the activities of the National Assembly, including in the review of laws and resolutions. He also noted the importance of timely sending of documents and updating them on the National Assembly App for deputies to research and contribute opinions.
