The Board of Directors of Hoa Binh Construction Joint Stock Company (HBC) on UPCoM has just approved the resignation of Mr. Dinh Van Thanh as Vice President, effective September 15, 2025, honoring his personal request.
Mr. Dinh Van Thanh, born in 1975, holds a Bachelor’s degree in both Engineering and Economics. He joined HBC in 2019 as Infrastructure Director and was promoted to Vice President in August 2020, concurrently serving as President of 479 Hoa Binh Joint Stock Company until now.
Previously, Mr. Pham Hong Ha also stepped down as Vice President after just over three months in office (from June 4 to September 1), replacing Mr. Huynh Tan Quoc, who had resigned. Meanwhile, Mr. Nguyen Cong Thien was appointed to this position in early August, following the Board of Directors’ decision in mid-July.
Changes are also taking place in the position of Director of Finance. Ms. Nguyen Kim Loan, who was appointed in June 2024, officially resigned on September 5. Mr. Nguyen Duc Anh, born in 1988, who served as Finance Manager since May 2023 and has been with HBC since 2011, replaced her. He assumed his new role on September 8.
Plummeting profits: Over 90% plunge
Hoa Binh Construction Joint Stock Company’s (HBC) financial picture for the first half of the year is less than optimistic. Revenue stood at over VND 1,636 billion, a 57% decrease compared to the same period last year. Net profit plunged by 93%, amounting to just over VND 56 billion. HBC attributed this decline to the absence of profit from investment transfers, coupled with soaring administrative expenses and minimal recovery of provisions for doubtful debts.

Notably, on September 6, Hoa Binh Construction and Gold Coast Holdings Group signed a contract for the general contractor of Phase 1 of the Gold Coast Vung Tau project, with a total investment of VND 132,000 billion (USD 5 billion). The Gold Coast Vung Tau project spans over 1,000 hectares and is located adjacent to National Highway 51, at the intersection of the Bien Hoa – Vung Tau Expressway and National Highway 55.
