Mr. Vu stated that, in addition to EVN, there are 742 electricity wholesale and retail businesses, but their market share stands at only 8.59%. As a result, EVN (Vietnam Electricity) accounts for approximately 91.4% of the electricity sold to customers.
However, according to Mr. Vu, the upcoming expansion of the electricity market to a competitive retail level will see the entry of many other wholesale and retail units. This will provide customers with more options when it comes to choosing their electricity retailer.

“We have had a direct electricity trading mechanism in place since July 2024, as stipulated by the Government’s Decree 80. This allows large electricity consumers to purchase electricity directly from renewable energy generators in two ways: either through a separate grid connection built and provided by the renewable energy generator, or directly through the national grid via the immediate electricity market” – said Mr. Vu.
The Deputy Director of the Electricity Authority remarked that this breakthrough mechanism brings us one step closer to a competitive retail electricity market and gives electricity consumers, especially large consumers, more options beyond EVN. Additionally, it promotes the green transition and supports the development of renewable energy sources to achieve the government’s Net Zero goal by 2050.
Why have electricity bills spiked recently?
Regarding the issue of unusually high electricity bills during the past period, Mr. Nguyen Xuan Nam – Deputy General Director of EVN – stated that the Corporation had instructed the power companies to conduct an inspection. The results showed that the exceptional increase in electricity consumption occurred during the first days of August this year, a period of abnormal heat. The system recorded a record high of over 1 billion kWh, the highest ever.
According to statistics, about 3.2 million out of 31.8 million residential customers (over 10%) saw their electricity consumption increase by more than 30% compared to the previous month.

Mr. Nam mentioned that EVN has instructed the corporations to install apps on customers’ phones to monitor fluctuations in consumption and has also provided a hotline for inquiries. However, the inspection did not uncover any errors as reported. Moreover, some individuals have disseminated false and inaccurate information to attract views and sell products online. In some cases, the provided addresses could not be verified.
“Currently, EVN is not the only electricity retailer. There are also wholesale organizations, such as in residential areas, apartment buildings, and industrial parks, where the management establishes a wholesale unit that purchases electricity at preferential rates from the government and then resells it to customers in that area. They set their own prices, which EVN cannot control. With more than 700 wholesale organizations accounting for over 8.59% of the system’s electricity sales, complaints may not always pertain to EVN but could also involve these other organizations, which EVN does not manage”, explained the Deputy General Director of EVN.
