According to the resolution, the global situation is expected to remain unpredictable in the coming months, with increasing geo-strategic competition and slowing economic growth. Domestically, challenges and difficulties are expected to outnumber opportunities; extreme and abnormal weather events will pose significant challenges and put pressure on the socio-economic development and governance.
The government and the Prime Minister have instructed ministers, heads of ministerial-level agencies, government agencies, and provincial/municipal People’s Committees to thoroughly and resolutely implement the tasks and solutions for socio-economic development as concluded by the Central Committee, the Politburo, the Party’s key leaders, and the resolutions of the National Assembly and the government, as well as the Prime Minister’s instructions. Continue to give top priority to promoting growth while maintaining macroeconomic stability
Ministries, agencies, and localities, according to their functions, tasks, and authority, should closely monitor international and domestic situations, proactively forecast, research strategies, and coordinate in a harmonious and timely manner in providing advice and serving socio-economic governance. They should also ensure timely, flexible, and effective policy responses to new situations and trends and adjust policies of other countries. Absolutely no complacency, negligence, or loss of vigilance is allowed in any situation.
In addition, it is necessary to closely coordinate monetary and fiscal policies, with monetary policy taking the lead and being flexible, timely, and effective, and fiscal policy being reasonably expansionary and focusing on key areas. This will contribute to promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy. Strengthen financial and state budget discipline; drastically cut down on regular expenditures and tasks that are not truly urgent; and complete and surpass the state budget revenue target for the third quarter and the whole of 2025.
At the same time, actively monitor the price movements of essential goods, especially gasoline, rice, and foodstuffs, to promptly take appropriate management and administration measures to stabilize the market. Prepare price plans and roadmaps for adjusting the prices of goods and services managed by the state based on a comprehensive and careful assessment of the impact of price adjustments on inflation, production, and business activities and people’s lives. Avoid sudden and simultaneous price increases, and minimize the impact on inflation, ensuring that inflation remains within the targeted range.
Strongly accelerate the disbursement of public investment capital
Ministries, agencies, and localities, according to their functions, tasks, and authority, should focus on strongly implementing solutions to accelerate the disbursement of public investment capital and the progress of the National Target Programs, striving to disburse 100% of the planned public investment capital for 2025 assigned by the Prime Minister and 100% of the capital for the National Target Programs. Review and clarify the causes of slow disbursement of public investment capital; regularly inspect, urge, and promptly direct and remove difficulties and obstacles; ensure no interruption in the implementation and disbursement of public investment capital when organizing and operating the local government model with two levels. Continue promoting the role of the Prime Minister’s working groups to strengthen inspection, urge, and remove obstacles in public investment disbursement in ministries, agencies, and localities, especially those with large capital allocation but slow disbursement.
Actively prepare investment and speed up the progress of strategic and important national traffic infrastructure projects, inter-regional and inter-provincial projects for the 2026–2030 period.
The Ministry of Construction shall take the prime responsibility and coordinate with relevant agencies and localities to direct and complete expressways planned for completion in 2025 and continue to implement other key transport infrastructure projects to achieve the target of completing at least 3,000 km of expressways and over 1,700 km of coastal roads in 2025, and 5,000 km of expressways by 2030. Review legal regulations to decentralize and maximize the authority of localities in managing and investing in expressways and national highways without creating additional administrative procedures.
At the same time, speed up the progress of preparing some important railway projects, especially the high-speed railway on the North-South axis and the railways connecting Vietnam and China. Accelerate the implementation of Phase 1 of the Long Thanh International Airport project to be inaugurated on December 19, 2025, and study and propose the implementation of the construction of logistics and free trade areas at Long Thanh International Airport according to their competence. Take the prime responsibility and coordinate with relevant ministries and localities to propose a plan to organize the inauguration and groundbreaking ceremonies for works and projects on December 19, 2025, to celebrate the 14th National Congress of the Party.
The Ministry of Science and Technology and the Ministry of Education and Training, according to their functions, tasks, and authority, shall urgently review, synthesize, and propose additional estimates for 2025 from the increased revenue in 2024 to implement science and technology projects, innovation and digital transformation projects, and build schools in border communes. Submit the proposal to the Ministry of Finance before September 15, 2025. Based on this, the Ministry of Finance shall urgently review, report, and propose to the Prime Minister in accordance with regulations.
The Ministry of Construction, the Ministry of Finance, the People’s Committee of An Giang province, and relevant agencies, according to their functions, tasks, and authority, shall urgently complete investment procedures to simultaneously start construction of projects serving the APEC meeting in September 2025.
Promote the development of the private economy
Ministries, agencies, and localities, according to their functions, tasks, and authority, shall continue to direct and propagate in various forms the content of Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on promoting the development of the private economy and the government’s action programs, policies, and laws of the State on private economic development. Regularly organize dialogues with businesses to grasp difficulties and obstacles and promptly resolve or report to competent authorities for consideration and resolution.
At the same time, strongly remove obstacles and difficulties before September 30, 2025, for stagnant projects that have lasted for a long time, soon putting resources into the economy as directed by the Prime Minister in Official Dispatch No. 138/CD-TTg dated August 20, 2025.
The Ministry of Finance shall take prime responsibility and coordinate with ministries, agencies, and localities to urgently synthesize, review, and build a detailed plan to implement Resolution No. 68-NQ/TW from now until the end of the year and the period after 2025, reporting to the Prime Minister before September 10, 2025, according to the direction of the Government Office in Official Letter No. 421/TB-VPCP dated August 13, 2025.
