The Vietnamese government has issued Resolution No. 273/NQ-CP dated September 9, 2025, from the regular monthly meeting for August 2025.

Prime Minister Pham Minh Chinh chaired the regular monthly meeting for August 2025.

According to the Resolution, in the coming time, the world situation is forecast to continue with unpredictable changes; the trend of gathering forces and strategic competition among major countries is increasing; economic growth is slowing down. Domestically, difficulties and challenges are greater than opportunities and favorable conditions; natural disasters, extreme and abnormal weather events pose many challenges and put great pressure on the direction and management of socio-economic development.

The Government and the Prime Minister request that ministers, heads of ministerial-level agencies, Government agencies, and chairmen of the People’s Committees of provinces and centrally-run cities resolutely and effectively implement the tasks and solutions for socio-economic development according to the conclusions of the Central Committee, the Politburo, the key leaders, the resolutions of the National Assembly and the Government, and the Prime Minister’s instructions; with high determination, great efforts, and drastic actions, proactively advise, propose and handle work within their competence; review the tasks for September and the fourth quarter of 2025 to focus on directing and organizing the effective implementation; take full advantage of opportunities and favorable conditions, quickly remove difficulties and obstacles that arise, strive to overcome challenges to achieve the best results, striving to achieve and exceed the targets and goals of the year, creating momentum, creating strength and creating conditions for double-digit economic growth in 2026 and the period of 2026 – 2030.

Continue to give top priority to promoting growth in association with maintaining macroeconomic stability

Ministries, agencies, and localities, according to their functions, tasks, and powers, closely monitor the international and domestic situation, proactively forecast, research strategies, and coordinate synchronously and closely in advising and serving socio-economic management, policy response in a timely, flexible, and effective manner to the situation, new trends and policy adjustments of countries; absolutely not subjective, negligent, and unguarded in all situations.

In addition, closely coordinate monetary policy that is proactive, flexible, timely, and effective with reasonably expanded fiscal policy, focusing on key tasks and targets, and other policies to contribute to promoting growth, maintaining macroeconomic stability, controlling inflation, and major balances of the economy. Strengthen financial and state budget discipline; drastically cut down on regular expenditure and tasks that are not really urgent; complete and exceed the state budget revenue target for the third quarter and the whole year of 2025.

At the same time, proactively monitor the price movements of essential commodities, especially gasoline, food, and foodstuffs, to promptly take management and administration measures to stabilize the market. Prepare price plans and roadmap for adjusting the prices of commodities and services managed by the State on the basis of comprehensively and carefully assessing the impact of price adjustments on inflation, production and business, and people’s lives, not increasing prices suddenly and at the same time, limiting the impact on inflation, ensuring that inflation is controlled according to the set target.

Strongly accelerate the disbursement of public investment capital

Ministries, agencies, and localities, according to their functions, tasks, and powers, focus on drastic solutions to accelerate the disbursement of public investment capital and the progress of the National Target Programs, striving to disburse 100% of the plan for public investment capital in 2025 assigned by the Prime Minister and 100% of capital for the National Target Programs. Review the causes of slow disbursement of public investment capital; regularly urge, inspect, and promptly direct and remove difficulties and obstacles; ensure no interruption in the implementation and disbursement of public investment capital when organizing and operating the model of local government at two levels.

Continue to promote the role of the Prime Minister’s Working Groups to strengthen inspection, urge and remove obstacles in the disbursement of public investment at ministries, agencies, and localities, especially for ministries, agencies, and localities with large capital allocation but slow disbursement. Actively prepare investment, speed up the progress of strategic and important transport projects, inter-regional and inter-provincial projects for the period of 2026 – 2030.

The Ministry of Construction shall take the prime responsibility for, and coordinate with, relevant agencies and localities to direct the completion of expressways planned to be completed in 2025, and continue to implement other key transport projects to achieve the target of completing at least 3,000 km of expressways and over 1,700 km of coastal roads in 2025, 5,000 km of expressways by 2030; review legal regulations to decentralize and empower localities to the maximum in the management and investment of expressways and national highways, and not to create additional administrative procedures.

At the same time, speed up the progress of investment preparation for some important railway projects, especially the high-speed railway on the North-South axis and the railway projects connecting Vietnam – China. Accelerate the implementation of Phase 1 of the Long Thanh International Airport project to be inaugurated on December 19, 2025, and research and propose the implementation of the investment in the logistics center and free trade area at Long Thanh International Airport according to their competence. Take the prime responsibility for, and coordinate with, relevant ministries and branches to propose a plan to organize the Inauguration and Groundbreaking Ceremony of works and projects on December 19, 2025, to celebrate the 14th National Congress of the Party.

The Ministry of Science and Technology and the Ministry of Education and Training, within their functions, tasks, and powers, shall urgently review, synthesize, and propose the 2025 supplementary estimate from the additional revenue in 2024 to implement science and technology projects, innovation, digital transformation, and school construction in border communes, sending it to the Ministry of Finance before September 15, 2025; on that basis, the Ministry of Finance shall urgently review and report to the Prime Minister in accordance with regulations.

The Ministry of Construction, the Ministry of Finance, the People’s Committee of An Giang province, and relevant agencies, within their functions, tasks, and powers, shall urgently complete investment procedures to synchronously start construction of projects serving the APEC Conference in September 2025.

Promote the development of the private economy

Ministries, agencies, and localities, according to their functions, tasks, and powers, shall continue to direct and propagate widely in various forms the content of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on promoting the development of the private economy and the programs, plans of action of the Government, policies and laws of the State on private economic development. Periodically organize dialogues with businesses to grasp difficulties and obstacles and promptly solve them or report to competent authorities for consideration and resolution.

At the same time, drastically remove difficulties and obstacles before September 30, 2025, for stagnant projects that have been prolonged, soon put resources into the economy as directed by the Prime Minister in Official Dispatch No. 138/CD-TTg dated August 20, 2025.

The Ministry of Finance shall take the prime responsibility for, and coordinate with, ministries, agencies, and localities to urgently synthesize, review, and build a detailed plan to implement Resolution No. 68-NQ/TW from now until the end of the year and the period after 2025, reporting to the Prime Minister before September 10, 2025, in accordance with the direction of the Government Office in Official Letter No. 421/TB-VPCP dated August 13, 2025. Diversify export markets, goods, and supply chains

Ministries, branches, and localities, according to their functions, tasks, and powers, shall strengthen trade promotion, stimulate consumption demand, promote the distribution of goods through digital platforms and e-commerce; actively respond to the Campaign “Vietnamese people give priority to using Vietnamese goods”; promote exports, especially for key and competitive products, and to large and potential markets.

Social security work was paid attention to with more than VND 10,700 billion of Independence Day gifts, elimination of 334,234 temporary houses, implementation of nearly 700 social housing projects, of which 146 projects were completed with a scale of more than 100,000 apartments.
