Crackdown on Illegal Multi-Level Marketing: Two Companies’ Files Transferred to Police

The National Competition Commission has referred two cases, Greenleaf and LucMall, to law enforcement authorities for suspected unlicensed multi-level marketing activities.

According to the National Competition Commission and the Ministry of Industry and Trade, as of August 2025, there are 16 multi-level marketing companies licensed to operate in Vietnam. Among these, one company is in the process of terminating its operations.

Notably, during the first eight months of 2025, the National Competition Commission conducted inspections of five multi-level marketing companies to ensure compliance with legal regulations. These inspections resulted in administrative penalties totaling nearly 1.2 billion VND for five companies.

The Commission continues to work closely with police agencies to combat crimes related to multi-level marketing. They actively investigate and gather information on potential criminal activities in this sector, forwarding cases to the police for further action.

Two cases, Greenleaf and LucMall, were identified as operating without proper licenses and have been referred to the authorities.

Additionally, the Commission collaborated with police in Phu Tho, Lang Son, Lao Cai, and Son La to verify six multi-level marketing operations, leading to criminal investigations and prosecutions for violations of multi-level marketing regulations.

Sharp Decline in Multi-Level Marketing Participants

Statistics from the Ministry of Industry and Trade reveal that the number of multi-level marketing participants in the first six months of 2025 was 634,567, a 13.43% decrease compared to the same period in 2024 (732,997 participants). The majority of participants (91%) are concentrated in five major companies: Herbalife Vietnam, Amway Vietnam, Care For Vietnam, Tien Su Vietnam, and Unicity Marketing Vietnam.

Significantly, the number of new participants (101,876) was much lower than the number of contract terminations (130,893), leading to an overall decline in the industry’s size compared to 2024. Total revenue from multi-level marketing in the first half of 2025 exceeded 7 trillion VND, a 9% decrease from the previous year.

During this period, companies paid out 2.575 trillion VND in commissions and other economic benefits to participants, accounting for 37% of the industry’s total revenue. However, the average commission and bonus per active participant was only 8% of the national average income.
