On September 16th, the Hanoi People’s Committee Office issued a notice regarding the conclusions of Vice Chairman Nguyen Manh Quyen at a meeting to review the Comprehensive Investment Plan for the renovation and upgrading of the dyke system and flood prevention solutions in the Bui River area.
Accordingly, the Vice Chairman of the Hanoi People’s Committee directed the Department of Agriculture and Environment to expedite the completion of procedures and select a consulting unit to develop the Comprehensive Plan for renovating and upgrading the dyke system. This plan must clarify the current status, investment results over time, phased investment periods, total capital, and prioritization, with a focus on critical dykes such as those along the Red River, Duong River, Da River, Day River, and dykes protecting residential areas along the Bui, Tich, and My Ha Rivers.

Mr. Nguyen Manh Quyen also tasked the Department of Agriculture and Environment with collaborating with relevant departments to delineate boundaries, widen dyke cross-sections, and ensure a minimum of two traffic lanes. Additionally, they are to review dykes under the ADB10 Project to accelerate progress in alignment with transportation development plans.
Regarding flood prevention in the Bui River area, Hanoi mandates a comprehensive study of hydraulic solutions, including reforestation, river dredging and widening, reservoir construction, and residential area reorganization.
Households residing in frequently flooded areas or within riverbeds will be considered for resettlement to expand the Bui and Tich River channels, enhancing flood drainage and safety.
Hanoi has also requested the Ministry of Agriculture and Environment to collaborate with Ninh Binh Province to explore flood drainage solutions for the Day River in the downstream area, aiding in rapid flood discharge for the Bui River.
Previously, on September 1st, the Bui River’s water level reached 7.4 meters, surpassing the third alarm threshold. Floodwaters breached the Bui 2 dyke in Xuan Mai commune (formerly Nam Phuong Tien, Chuong My district), inundating fields and residential areas in Nam Hai, Nhan Ly, Hanh Bo, and Tien Tien villages.
