The Da Lat Ring Road project in Lam Dong Province spans 7.4 kilometers, commenced in July 2021 with a total investment of approximately VND 870 billion, and is expected to be completed by June 2023.
The route stretches from the Truc Lam – Yen Tu intersection (Xuan Huong Ward, Da Lat) to Hoang Van Thu Street (Cam Ly Ward, Da Lat), utilizing over 27 hectares of land. The project is managed by the former Lam Dong Province Department of Transport (now the Department of Construction).
The project is anticipated to enhance infrastructure, improve connectivity among Da Lat’s urban wards, alleviate traffic congestion in the city center, and foster local socio-economic development.
However, according to the Lam Dong Province Center for Natural Resources, Environment, and Land Development, while 7 kilometers of the road are complete, the final 400 meters remain unfinished due to 7 households not yet relinquishing their land.
The delays stem from issues such as land documentation complications, resettlement location disputes, compensation rate disagreements, and ongoing appeals related to residents’ rights.
For instance, Mr. L.X.S.’s family faces delays in adjusting their land-use certificate and obtaining construction permits for the remaining area. Meanwhile, Mr. T.C.T.’s family requests resettlement in a different area and an additional plot for their three-generation household.
In response, the Lam Dong Province Department of Construction has urged the Provincial People’s Committee to direct wards to allocate resettlement land as per existing decisions and promptly approve and disclose resettlement land prices to finalize land handover processes.
The incomplete section of the road poses significant challenges for local residents’ daily commute.
Heavy rainfall has caused soil and rocks to spill onto the road, creating potential hazards for accidents.
According to the Lam Dong Province Center for Natural Resources, Environment, and Land Development, the project’s compensation, support, and resettlement plan has been approved by the Provincial People’s Committee through 21 decisions, totaling over VND 372 billion. Of this amount, more than VND 342 billion has been disbursed to 148 affected households.

The Prime Minister has mandated that leaders of all agencies and units take direct charge, oversee, and ensure the comprehensive implementation of their projects. Ministries, sectors, and localities are urged to promptly address challenges, particularly in land clearance and material supply for projects, while actively coordinating to prevent bottlenecks that could delay overall progress.
