Deputy Prime Minister Urges Hanoi and Ho Chi Minh City to Announce Timelines for Electric Vehicle Transition, Including Support Measures

Deputy Prime Minister Tran Hong Ha has issued conclusions regarding the implementation of directives to address air and river pollution in Hanoi and Ho Chi Minh City. This includes the National Action Plan on Pollution Control and Environmental Quality Management for the period 2025-2030, with a vision toward 2045.

The conclusions emphasize that the Ministry of Agriculture and Environment will lead the effort, in collaboration with relevant ministries, agencies, and local authorities (including the Ministry of Home Affairs and the Ministry of Public Security). They are tasked with urgently finalizing and submitting to the Prime Minister a comprehensive environmental pollution control plan. This plan will address all pollution components (air, water, solid waste, etc.), with an immediate focus on air pollution. It will include 34 specific local action plans.

Deputy Prime Minister has designated Hanoi and Ho Chi Minh City, the two most pollution-affected urban areas, as pilot cities for developing breakthrough solutions. These solutions will then be scaled nationwide, following the principle, “Local success paves the way for national achievement.”

The Deputy Prime Minister has instructed the People’s Committees of Hanoi and Ho Chi Minh City to develop and issue detailed, comprehensive action plans with specific timelines. These plans must be submitted to the Prime Minister for approval. Additionally, they are to promptly and publicly announce the transition timeline to green transportation, along with feasible support policies to ensure public and business cooperation.

Support Policies Needed to Facilitate the Transition to Electric Vehicles

The Ministry of Industry and Trade, in collaboration with the Ministry of Science and Technology, the Ministry of Construction, and relevant agencies, is tasked with issuing national technical standards for electric vehicle charging stations in public areas, parking lots, rest stops, etc. This must be completed by October 15th.

The Ministry of Construction is to review and issue urban planning regulations and standards that integrate green transportation infrastructure, including charging stations and battery swapping facilities. This must be completed by the fourth quarter of 2025. They are also to collaborate with the Ministry of Science and Technology, the Ministry of Public Security, and relevant agencies to issue national safety standards for residential buildings (both existing and new) equipped with electric vehicle charging stations. This must be completed by October 15, 2025.
