DonaCoop-VinaCapital Joint Venture Proposes Extension of Bến Thành – Suối Tiên Metro Line to Đồng Nai Province

The consortium of investors, comprising DonaCoop Infrastructure Investment Corporation and VinaCapital Group, has officially proposed a route extension plan for the Bến Thành - Suối Tiên metro line, aiming to connect it to Trấn Biên and Long Thành International Airport.

According to Đồng Nai Newspaper, the project with a total investment of approximately VND 65 trillion not only creates a vital transportation corridor but also aims to develop a modern TOD urban model through a public-private partnership (PPP).

As reported by the representative of the consulting unit, TEDI SOUTH (Southern Transportation Design and Consultancy Corporation), the extension project of the Bến Thành – Suối Tiên metro line to Trấn Biên and Long Thành Airport spans approximately 38.5km. It is expected to consist of three segments: a 6.5km section from station S0 to the new administrative center of Đồng Nai Province (Biên Hòa 1 Industrial Zone); a 5km segment from the new administrative center to the central axis of the old Biên Hòa city; and a 27km stretch from the new administrative center to Long Thành Airport.

The segment from station S0 in Đông Hòa Ward, Ho Chi Minh City, to the new administrative center of Đồng Nai Province is planned to be an elevated route to minimize construction costs. Over 1km of this section will pass through Ho Chi Minh City.

For the segment connecting the new administrative center to the central axis of old Biên Hòa city, due to its passage through a densely populated urban area, an underground route is proposed.

The segment from the new administrative center to Long Thành Airport will commence at station S2.4 in the new administrative center and terminate at the connection point with the Thủ Thiêm – Long Thành railway line in Long Thành Commune, Đồng Nai Province, leading to Long Thành Airport.

According to the consortium of investors, the extension project of the Bến Thành – Suối Tiên metro line to Trấn Biên and Long Thành Airport has a total investment of approximately VND 65 trillion, excluding land clearance costs. Land clearance will be undertaken by the government.

TEDI SOUTH representatives stated that for this route, two segments are under consideration for investment proposals. For the section passing through the military land of Brigade 972 (Military Vehicle and Transport Agency, General Department of Logistics and Technology, Long Hưng Ward, Đồng Nai Province), the consulting unit presents two alignment options: a 2km route cutting across the military land (aligned with the adjusted Biên Hòa City Master Plan 2045 under review) and a 4km route bypassing this area.

For the final segment, as Long Thành Airport lacks space for an additional corridor, the line is expected to connect with the Thủ Thiêm – Long Thành railway line outside the airport. The consulting unit proposes three options for this segment: Option 1 involves a 7.7km route passing through the intersection of Road 319, turning left, and running parallel to the left of the North-South high-speed railway. After crossing National Highway 51, it connects to station S17 of the Thủ Thiêm – Long Thành railway line. Option 2 includes an 8.7km route that, after passing through the intersection of Road 319 and turning left, runs parallel to the left of the North-South high-speed railway, then turns right, crosses the high-speed railway and Provincial Road 769, follows Bà Ký Canal, and connects to station S16 of the Thủ Thiêm – Long Thành railway line. Option 3 features an 11.6km route that crosses the intersection of Road 319, continues straight across the North-South high-speed railway, follows Road 319 and Trần Phú Street, and connects to station S14 of the Thủ Thiêm – Long Thành railway line.

Prioritizing the Shortest Alignment Option

Among the proposed options for the two segments of the route from the new administrative center of Đồng Nai Province to Long Thành Airport, TEDI SOUTH recommends specific choices. For the segment through the military land in Long Hưng Ward, the consulting unit suggests selecting the option that cuts across the land to reduce the route length by over 2km compared to the bypass option.

“As the route is elevated, it will not divide the military land, and the project’s corridor will only occupy approximately 20m,” analyzed the TEDI SOUTH representative.

For the final segment, Option 2 is recommended due to its convenient connection to the Thủ Thiêm – Long Thành railway line and lower construction costs. Regarding the connection length to Long Thành Airport, Option 2 is 2.9km shorter than Option 3 and only 1km longer than Option 1.

According to Deputy Director of the Department of Construction Dương Văn Hiếu, the Department agrees with the shortest alignment option among the proposals. Therefore, for the segment through the military land connecting to Long Thành Airport, the investor should collaborate with the Department of Construction to finalize documents for the Provincial People’s Committee to work with the Ministry of National Defense.

On behalf of the Provincial People’s Committee, Provincial Party Committee Member and Vice Chairman Hồ Văn Hà instructed the Department of Construction to coordinate with the consortium of investors and the consulting unit to address issues related to military land and planning. The Provincial People’s Committee will also issue a document to register for a meeting with the Ministry of National Defense regarding the project alignment.
