Exclusive Access: Hundreds of Hai Phong Workers to Enjoy Unprecedented Utility at Unbeatable Prices Starting September 22

This morning (September 17), Vietnam Railways Corporation announced the pilot operation of a train pair to transport Hai Phong’s officials and civil servants to work.

Designated as HP15/HP16, the train consists of 5 to 8 soft-seat carriages, each accommodating 64 passengers. The journey takes approximately 1 hour and 15 minutes. The outbound service (HP15) departs Hai Duong Station at 6:00 AM, arriving at Hai Phong Station at 7:10 AM, with a stop at Thuong Ly Station at 6:55 AM for passenger pickup and drop-off.

The return service (HP16) leaves Hai Phong Station at 5:05 PM, reaching Hai Duong Station by 6:20 PM, and stops at Thuong Ly Station at 5:25 PM.

According to Vietnam Railways Corporation, single-trip tickets cost 55,000 VND. However, passengers purchasing same-day round-trip tickets receive a 20% discount on the return journey. Additionally, group tickets offer a “buy 4, pay for 3” policy.

To enhance convenience, Hai Phong City will deploy shuttle buses to transport officials and employees between the station and their workplaces.

During the trial period, the railway sector will conduct biweekly evaluations to adjust train schedules, fare policies, and determine whether to continue the trial or officially launch the service for commuters.

Starting September 22, approximately 300 officials, civil servants, and workers from Hai Phong are expected to commute daily by train. This initiative aims to facilitate travel for those from the former Hai Duong province to Hai Phong following the administrative merger.

On July 1, 2025, Hai Phong City merged with Hai Duong Province, adopting the new name Hai Phong City. The new administrative and political center is located in the Bac Song Cam Urban Area (formerly part of Thuy Nguyen District, Hai Phong).

Post-merger, around 1,400 workers require daily round-trip public transportation, while over 700 others commute up to three times weekly.

Previously, during the 32nd Specialized Session, the Hai Duong Provincial People’s Council (former) adopted a resolution outlining support policies for officials and workers commuting to Hai Phong post-administrative reorganization. Eligible individuals working at least 14 days per month receive 3.6 million VND monthly.

This policy ensures stable commuting conditions during the transition to a two-tier local government structure, effective July 1.

Hai Phong is not the first locality to adopt train commuting for officials. In response to Quang Tri Province’s request, the railway sector introduced the DH1/DH2 train pair for daily official travel on the North-South route from July 1, 2025, operating Monday through Friday.

However, due to low ridership, Vietnam Railway Transport JSC suspended the daily service between Dong Hoi and Dong Ha Stations as of July 1.
