The task is outlined in Resolution 282, which implements the Government’s Action Program in response to Resolution No. 72 issued by the Politburo. This resolution focuses on breakthrough solutions to enhance the protection, care, and improvement of public health (the Program).
The Government introduces breakthrough solutions to strengthen public health protection, care, and improvement.
One of the key focus areas emphasized by the Government is the enhancement of institutional frameworks, with a particular emphasis on bolstering the capacity of the healthcare system. This includes strengthening preventive healthcare, primary care, and leveraging the strengths of traditional medicine.
The Ministry of Health, in collaboration with the Ministry of Finance and other relevant ministries, departments, and localities, is tasked with drafting a National Assembly Resolution on the National Target Program for Healthcare, Population, and Development for the period 2026-2035. Additionally, they are to develop a Government Decree on Vaccination, to be completed by 2026.
The Ministry of Health, in partnership with the Ministry of Home Affairs, Ministry of Finance, and other relevant ministries, departments, and localities, will continue to reorganize and transfer some hospitals under the Ministry of Health to provincial management. The Ministry of Health will oversee a select number of high-level specialized hospitals to provide professional guidance, high-quality workforce training, scientific research, technical transfer, and coordination in epidemic control, public health emergencies, natural disasters, and health security (to be completed between 2025-2030).
The Government emphasizes the priority of allocating and ensuring an annual increase in the state budget for healthcare. This includes ensuring regular state budget expenditures and investment in primary healthcare and preventive medicine.
Furthermore, the state budget should be allocated to invest in infrastructure and medical equipment for public health protection, care, and improvement, especially in challenging areas, remote border regions, islands, and specialized fields such as mental health, forensic medicine, forensic psychiatry, emergency care, and pathology, as well as for specific vulnerable groups.
Starting from 2026, the Government mandates the coordination of regular health check-ups, free screening exams, student health checks, occupational health exams, and health checks for workers as per regulations, along with health insurance-covered medical examinations to provide free healthcare services. This initiative also aims to complete the establishment of electronic health records for the entire population.
Notably, the Government assigns the Ministry of Health to lead, in collaboration with the Ministry of Finance and other relevant ministries, departments, and localities, in developing a plan to gradually implement a policy of free medical care. This policy will initially target social policy beneficiaries, vulnerable individuals, low-income earners, and other prioritized groups within the scope of health insurance benefits, following a specified roadmap (to be completed by 2028).
The Ministry of Health is also tasked with leading the development of a Government Decree to pilot health insurance coverage for certain preventive, diagnostic, and early treatment services for specific diseases and priority groups, following a defined roadmap (to be completed by 2027).
The Ministry of Finance, in collaboration with the Ministry of Health and other relevant ministries, departments, and localities, will develop a plan to enhance the efficiency of Health Insurance Fund management, streamline administrative procedures, reduce management costs, increase spending on medical examinations and treatment, and expand health insurance coverage (to be completed by 2027).
The resolution also encourages the development of commercial health insurance. It promotes the pilot testing and diversification of health insurance packages, supplementary health insurance based on public demand, and the integration of health insurance with commercial health insurance. Additionally, it calls for the exploration and implementation of innovative management approaches for the Health Insurance Fund.

On the morning of September 16th, during the National Conference on Implementing the Political Bureau’s Resolutions, Deputy Prime Minister Lê Thành Long presented Topic 2, focusing on the key and core contents of Resolution No. 72-NQ/TW dated September 9, 2025, issued by the Political Bureau. This resolution outlines breakthrough solutions to enhance the protection, care, and improvement of the people’s health, along with the Government’s Action Plan to implement it.
