Hanoi Proposes Implementation of Road Project Connecting Ring Road 4 and Ring Road 5

The Hanoi People's Council will review and approve the government's report, as directed by the Prime Minister, designating the Hanoi People's Committee as the lead agency responsible for executing the investment project to construct a road connecting the Hanoi section of Ring Road 4 with Ring Road 5 in Ninh Binh Province.

On September 17th, the Standing Committee of the Hanoi People’s Council announced that the 26th specialized session is scheduled for September 23rd. The agenda includes reviewing 26 items within their jurisdiction.

The 25th session of the Hanoi People’s Council held in July 2025.

During this session, the Council will review resolutions approving adjustments to investment policies for several projects. These include: land reclamation, compensation, and resettlement support for the Gia Binh Airport connector road to Hanoi; the Tran Hung Dao Bridge construction; the To Lich River park development; and the Gia Binh Airport connector road to Hanoi.

Additionally, the Council will adopt a report submitted to the Government and the Prime Minister, designating the Hanoi People’s Committee as the managing authority for the project connecting Ring Road 4 in Hanoi with Ring Road 5 in Ninh Binh Province.

The session will also address and adopt resolutions amending measures to suspend electricity and water supply to constructions violating land and building laws. It will establish penalties for fire safety violations and define co-payment levels for emergency ambulance services.

Notably, the session will review and adopt six specialized resolutions on science, technology, and innovation, aligning with the 2024 Capital Law.
