Ho Chi Minh City: Eligible for Social Housing Benefits Even with Existing Home Ownership

Homeowners residing far from their workplace are eligible for consideration to receive social housing support.

The People’s Committee of Ho Chi Minh City has issued Decision No. 17/2025, outlining cases where individuals with owned housing can still qualify for social housing support policies within the city.

This decision applies to individuals eligible for social housing support under the housing law, who own property but reside far from their workplace.

Homeowners may qualify for social housing support if their residence is far from their workplace.

Specifically, three scenarios allow homeowners residing far from their workplace to be considered for social housing support:

First, individuals owning property in a ward located 14.5 km or more from their workplace (with a maximum deviation of 0.5 km), provided the social housing project is closer to their workplace than their current residence.

Second, individuals owning property in a commune located 20 km or more from their workplace (with a maximum deviation of 0.5 km), provided the social housing project is closer to their workplace than their current residence.

Third, individuals owning property in the Con Dao Special Zone are generally ineligible for social housing support within the zone, except if their per capita living space falls below 15 m2 per person.

Distance from home to workplace is calculated based on the shortest route via road or waterway.

The Ho Chi Minh City People’s Committee has tasked the Department of Construction with coordinating with relevant departments, district People’s Committees, and the Con Dao Special Zone to guide, inspect, and oversee implementation. Social housing project developers are responsible for receiving applications and ensuring compliance with eligibility criteria. This decision takes effect from October 1, 2025, until May 31, 2030.
