Ho Chi Minh City People’s Committee Chairman Nguyen Van Duoc has directed the implementation of the City Council’s Resolution on adjusting the investment policy for the Lien Phuong Thoai An – Thanh Xuan Road (Route 2) construction project.
The project spans nearly 4.5 km with a 40-meter cross-section featuring six lanes, passing through a densely populated area. Additionally, it includes a 200-meter connector to Le Thi Rieng Street, with a width of 30 meters.
The total investment capital for the project exceeds VND 3,563 billion. It will impact 299 households, with 222 facing complete relocation.
According to the plan, compensation, support, and resettlement will take place from Q1 to Q4-2026; contractor selection will occur in Q3 and Q4-2026; construction will commence at the end of 2026; and completion is expected by the end of 2027.

Upon completion, this inter-ward road will become a vital traffic axis, sharing the load with existing routes and significantly reducing pressure on National Highway 1 between Binh Phuoc Intersection and Ga Intersection.
To ensure project timelines, the Ho Chi Minh City People’s Committee Chairman has tasked the Management Board of Traffic Construction Investment Projects as the investor, in collaboration with the Thoai An Ward People’s Committee, to promptly adjust zoning plans to align with the Prime Minister-approved master plan.
The investor must also develop a detailed plan, including monthly progress, capital disbursement, and contingency measures for challenges, reporting promptly to relevant authorities.
The Department of Construction is responsible for inspecting and overseeing zoning adjustments, guiding the Transport Department to expedite dossier completion for City Council submission to balance and supplement capital in 2025.
The Department of Finance will advise on and propose sufficient capital allocation according to the schedule. The Department of Agriculture and Environment will coordinate with units to guide compensation, support, resettlement, and land clearance.
The Thoai An Ward People’s Committee will lead efforts with the Transport Department to finalize adjustments and updates to related zoning plans for approval by October 30, 2025.

On the afternoon of September 18th, during a press conference on Ho Chi Minh City’s socio-economic development, Mr. Đỗ Diệp Gia Hợp, Deputy Head of the Department of Transportation Infrastructure Operation and Maintenance at the Department of Construction, announced that the city plans to commence construction on 9 metro lines by the end of 2027. The total investment for these projects is estimated at approximately 44 billion USD.
