Ho Chi Minh City Plans to Commence Construction on 9 Metro Lines by 2027, with a Total Investment of $44 Billion

On the afternoon of September 18th, during a press conference on Ho Chi Minh City’s socio-economic development, Mr. Đỗ Diệp Gia Hợp, Deputy Head of the Department of Transportation Infrastructure Operation and Maintenance at the Department of Construction, announced that the city plans to commence construction on 9 metro lines by the end of 2027. The total investment for these projects is estimated at approximately 44 billion USD.

Deputy Head of the Maintenance and Operation Department for Transportation Infrastructure at the Ho Chi Minh City Department of Construction, Do Diep Gia Hop, provided insights during the press conference.

According to the plan, Ho Chi Minh City aims to complete 355 km of urban railway by 2035. These projects include:

(1) Metro Line 2 with segments Ben Thanh – Tham Luong, Ben Thanh – Thu Thiem, and Tham Luong – Cu Chi;

(2) Metro Line 1 segment Ben Thanh – An Ha;

(3) Metro Line 3: Hiep Binh Phuoc – An Ha;

(4) Metro Line 4: Dong Thanh – Tan Son Nhat Airport – Ben Thanh – Hiep Phuoc;

(5) Metro Line 5: Long Truong – Ha Noi Highway – Sai Gon Bridge – Bay Hien – Da Phuoc Depot;

(6) Metro Line 6: Inner Ring Road;

(7) Metro Line 7: Tan Kien – Nguyen Van Linh – Thu Thiem – Thao Dien – Thanh Da – Hi-Tech Park – Vinhomes Grand Park;

(8) Metro Line 1: Binh Duong New City – Suoi Tien, Ho Chi Minh City;

(9) Metro Line 2: Thu Dau Mot City – Ho Chi Minh City.

Additionally, Vingroup is proposing a railway line connecting the city center with Can Gio District.

The funding for these 9 metro lines is expected to be sourced from the state budget and non-state sources, including mechanisms to leverage the added value from land in transit-oriented development (TOD) areas.

Ho Chi Minh City aims to complete compensation, land clearance, and resettlement by 2027. Based on the experience from Metro Line 1 and Line 2, the city has identified key challenges in relocating technical infrastructure (water supply, electricity, telecommunications), legal planning, compensation rates, and public consensus.

Regarding procedural timelines, the Urban Railway Management Board is developing a plan to finalize feasibility studies and comprehensive technical designs, with new projects set to commence between 2025 and 2027. Simultaneously, the city is urgently preparing a capital mobilization plan for urban railway investment in accordance with Conclusion 49-KL/TW.
