On the morning of September 15th, the Ho Chi Minh City Party Committee held the 4th Conference of the City Party Executive Committee for the 2020-2025 term.
During the conference, Secretary of the Ho Chi Minh City Party Committee, Tran Luu Quang, discussed the city’s development direction, emphasizing the importance of urban planning.
He announced: “The Standing Committee of the Ho Chi Minh City Party Committee has decided to separate the Department of Planning and Architecture from the Department of Construction. This decision falls within the city’s authority and does not require approval from other agencies.”

According to Secretary Tran Luu Quang, Ho Chi Minh City possesses the mechanisms and authority to implement this separation. Following the merger, the city’s scale has expanded significantly, necessitating a specialized agency with sufficient capacity, expertise, and capabilities to address its unique challenges.
Primarily, this involves developing a comprehensive socio-economic plan for the new Ho Chi Minh City, which now encompasses 14 million residents and nearly 7,000 square kilometers.
“To create this plan, we will engage foreign consultants and utilize resources from social funding and corporate contributions. We must initiate this process as soon as possible,” Secretary Tran Luu Quang stated.
Additionally, numerous other plans, including construction and infrastructure planning, require implementation. He suggested that these plans should be developed concurrently with the socio-economic plan, rather than sequentially.
The leader of the Ho Chi Minh City Party Committee proposed two approaches to this issue. However, regulations allow for parallel execution, enabling shared efforts to expedite the creation of a comprehensive planning framework for the city. This will facilitate the selection of development strategies to attract investment and execute public projects.
In February 2025, during the 21st session, the 10th Ho Chi Minh City People’s Council approved a resolution to establish and reorganize several specialized agencies under the Ho Chi Minh City People’s Committee. The Ho Chi Minh City Department of Construction was formed by merging the Department of Construction and the Department of Planning and Architecture.
