Overcoming Procedural and Technological Hurdles in Land Administration
In a report submitted to Mr. Trần Đức Thắng, Acting Minister of Agriculture and Environment (MAE), regarding the deployment of 34 officials to support the implementation of the two-tier local government model, the Land Management Department highlighted both achievements and challenges that need addressing.
Specifically, Mr. Đào Trung Chính, Director of the Land Management Department at MAE, stated that from August 26 to September 5, 34 officials assigned by MAE worked directly in 101 communes and wards across 24 provinces and cities. In just 10 days, they received and compiled 243 proposals and issues related to land management.
The most significant challenges were in land measurement and registration (88 proposals), followed by planning, land allocation, leasing, and land use conversion (47), land pricing, compensation, and resettlement (40), and administrative procedures and land use rights (45). Although this number has decreased by two-thirds compared to the first week, it still reflects the complexity and overload in grassroots land management.
In reality, many communes and wards are struggling with processing documents through electronic systems. Land files require simultaneous operations on multiple software platforms, while staff lack adequate training and proper authorization. In many cases, land use right certificates cannot be printed, or financial obligation information is delayed.
Coordination between the Land Registration Office, tax authorities, and commune People’s Committees remains inconsistent. Some files are pending due to incomplete information, leading to prolonged processing times and causing frustration for citizens and businesses.

Beyond the lack of tools, there is a severe shortage of personnel at the grassroots level. In many wards, only 1–2 officials handle land-related issues. Meanwhile, land databases remain incomplete, making the workload several times larger. This is a key reason why localities are struggling to meet administrative reform requirements.
The aforementioned proposals and challenges have been addressed directly by officials during training sessions and meetings at communes and wards. Some compiled proposals sent back have been urgently directed by the Land Management Department to specialized units for coordinated handling and guidance to officials working in the field.
Proposing Staff Additions and Legal Framework Completion
Based on practical observations, Mr. Đào Trung Chính believes that without additional specialized staff at the commune and ward levels, ensuring the progress and quality of land file processing will be difficult. He recommends policies to add personnel, especially for land management tasks at the local level.
Besides staffing, legal issues also need urgent completion. Many grassroots officials report that regulations on land reclamation, allocation, leasing, and land use conversion are still inadequate. For example, last week, an official in Cần Thơ reported and proposed that MAE review and amend these regulations to make them clearer and more feasible.
Additionally, Mr. Đào Trung Chính suggested that MAE direct its affiliated units to promptly respond to local proposals mentioned in previous reports, avoiding delays that further confuse grassroots operations.
