Land Speculators Swarm, Cars Jam Village Roads Post-Planning Announcement

In recent days, the once tranquil countryside of Toan Luu Commune in Ha Tinh Province has been transformed into a bustling hub of activity. A surge of cars and land brokers has descended upon the area, creating a frenzied atmosphere as they eagerly seek to acquire plots of land.

On the afternoon of September 17th, as reported by our correspondent, in Trung Tâm village, former Ngọc Sơn commune (now Toàn Lưu commune), Hà Tĩnh province, a long line of cars parked along the village roads, attracting crowds to view plots of land. This unusual activity has transformed the once quiet area into a bustling hotspot.

Trung Tâm village is located over 10km from the headquarters of Toàn Lưu commune and approximately 5km from the planned industrial zone of Hà Tĩnh city. The area’s hilly terrain and sparse population make it less than ideal for business development. Yet, this rural area has recently become a real estate hotspot.

Recently, numerous plots of land spanning thousands of square meters in this area have been subdivided, partitioned, and temporarily developed for sale as residential land. Notably, these plots are often divided into smaller sections, marketed with enticing phrases like “the most affordable and promising land in Hà Tĩnh.”

Along the commune’s main road and the path leading to the village, private cars line both sides, while real estate agents gather in groups, actively selling land on the spot.

Some subdivided plots have been paved with asphalt and marked with yellow lines to resemble an emerging residential area. These plots, once used for long-term crops, have been rezoned for residential use. They are now divided into smaller sections, typically 5-7m wide and 20m long, for sale.

According to real estate groups, land prices currently range from 500 to 700 million VND per plot, with each plot measuring approximately 120–140m². However, the area remains sparsely populated with underdeveloped infrastructure, far from the commune center.

“No one used to pay attention to the land here. It’s dry, hilly, with few residents, and everything is far away—young people from the village have to move to cities for work. Now, cars fill the roads, and everyone is in a frenzy. Long-term cropland is being sold for 500-700 thousand VND per square meter, and many families have sold their entire gardens for billions,” shared Mrs. Nguyễn Thị L. (50, Trung Tâm village, Toàn Lưu commune).

Local residents report that most of the land now being sold was previously forested or barren hills, used primarily for timber cultivation or left unused. The sudden influx of real estate agents and investors has left locals bewildered and concerned.

In response to this unusual activity, many locals believe that local authorities should promptly inspect zoning plans and control land subdivision to prevent speculation, market disruption, and adverse effects on residents’ lives.

In an interview with Tiền Phong, a leader of Toàn Lưu commune’s People’s Committee stated that following the announcement of the West Hà Tĩnh Industrial Zone’s construction plan, local real estate prices surged by up to 40% in some rural areas. However, local officials assert that this is a “speculative bubble” created by investors and agents, as actual housing demand remains low. Authorities have proactively advised residents to avoid getting caught up in the frenzy, cautioning against borrowing or placing deposits on land.
