Latest Updates on Vietnam’s First Nuclear Power Plant Project

Deputy Minister of Finance Nguyen Duc Tam urged Khanh Hoa province to prioritize the resettlement project for the Ninh Thuan nuclear power plants as a key national initiative. He emphasized the need for greater determination and effort in land clearance and resettlement implementation.

On the morning of September 16th, a delegation from the Ministry of Finance, led by Deputy Minister Nguyen Duc Tam, held a working session with the People’s Committee of Khanh Hoa Province to discuss the implementation of the resettlement and land clearance project for the Ninh Thuan Nuclear Power Plant.

Attending the meeting were Vice Chairman of the Provincial People’s Committee Tran Hoa Nam, Vice Chairman Trinh Minh Hoang, and leaders from various departments, agencies, and local authorities.

Reporting to the delegation, the Director of the Department of Finance stated that the total land area to be reclaimed for the project is over 1,130 hectares, affecting 1,153 households with 5,229 residents. This includes 815 hectares for the two power plants, approximately 119.25 hectares for two resettlement areas, and auxiliary facilities such as a residential improvement area (13.4 hectares), a cemetery (22.27 hectares), a pumping station (0.59 hectares), and nearly 160 hectares for agricultural resettlement.

To implement the project, Khanh Hoa Province has preliminarily estimated a total budget of VND 12,392 billion for resettlement, land clearance, and compensation. To date, the Prime Minister has allocated VND 3,236 billion. The Provincial People’s Committee has requested the Ministry of Finance to consider advocating for the remaining VND 9,156 billion from the central budget.

The Provincial People’s Committee is currently directing the Provincial Project Management Board, the Land Development Center, and local authorities in Phuoc Dinh and Vinh Hai communes to urgently review land origins, set compensation rates, publicly announce them, and issue compensation decisions to ensure timely payments to residents in accordance with regulations.

Provincial leaders have also proposed several solutions to address challenges, including separating the resettlement project into an independent project to expedite implementation. They have also urged the Government and relevant ministries to provide specific guidelines on the safety radius and permissible activities around the nuclear power plant area.

Concluding the meeting, Deputy Minister Nguyen Duc Tam emphasized that the resettlement and land clearance project for the Ninh Thuan Nuclear Power Plant should be considered a national key project. He urged Khanh Hoa Province to intensify efforts in land clearance and resettlement, and tasked specialized departments with researching and proposing special mechanisms to resolve bottlenecks.

Deputy Minister Nguyen Duc Tam stressed that Khanh Hoa Province must view the resettlement and land clearance project for the Ninh Thuan Nuclear Power Plant as a national key project. The province must demonstrate greater determination and effort in implementing land clearance and resettlement.

During this visit, the delegation also inspected the inter-regional transport infrastructure project connecting Ca Na Port, the North-South Expressway to provinces in the South Central Highlands; and the dynamic road project linking the North-South Expressway, Thanh Son Airport, the coastal road, and the Ninh Chu National Tourist Area.

Regarding the inter-regional transport infrastructure project connecting Ca Na Port, the North-South Expressway to provinces in the South Central Highlands, the Provincial People’s Committee reported that the project has a total length of approximately 38 km, with a road width ranging from 9 to 32 meters. The total investment is approximately VND 3,000 billion. Upon completion, the road will maximize the potential of Ca Na Port, reduce transportation time, particularly for bauxite ore from the Central Highlands to the port. It will also drive socio-economic development and enhance national defense and security for Khanh Hoa, Lam Dong, and neighboring provinces.

The dynamic road project connecting the North-South Expressway, Thanh Son Airport, the coastal road, and the Ninh Chu National Tourist Area has a length of approximately 22 km, with a road width ranging from 12 to 34 meters, and a total investment of approximately VND 1,300 billion. This vital route will directly connect Thanh Son Airport to urban centers, tourist areas, and the coastal road, facilitating land use, urban beautification, and tourism development. It will also enhance disaster response capabilities and ensure national defense and security.
