No Plans for an Overpass on Dien Bien Phu Street via Dong Hoi Bypass Road

Quảng Trị Province has decided against constructing an overpass on Điện Biên Phủ Road over the Đồng Hới bypass. Instead, they will implement a grade-level intersection with a total investment of over 20 billion VND.

In recent days, rumors have circulated that the Quang Tri Provincial People’s Committee plans to build an overpass on Dien Bien Phu Street, near the Dong Hoi bypass. However, authorities confirm the project will only include a grade-separated intersection, with no overpass component.

The Dong Hoi Environmental and Climate Change Project Management Board stated that the “Completion of Dien Bien Phu Road Intersection and Auxiliary Infrastructure” project is currently undergoing approval. The project includes expanding the intersection, adding greenery, bus stops, and other technical infrastructure to ensure safety and optimize functionality.

“Contrary to popular belief, the project does not include an overpass. Instead, it focuses on expanding and enhancing the intersection and auxiliary infrastructure to ensure traffic safety and road network coherence,” a source confirmed to Nguoi Lao Dong newspaper.

Due to lack of connectivity, the 165 billion VND road from Nhat Le 2 Bridge to the Dong Hoi bypass remains largely unused.

The total investment for the new intersection is over 20 billion VND, funded by the provincial budget and public investment for 2026-2030. Construction is expected to begin in late 2025 and finish by Q2 2026.

Dien Bien Phu Street, 1.4 km long with 4 lanes, cost 165 billion VND from a World Bank loan and opened in June 2023. However, it has remained underutilized for over two years due to the lack of an intersection, with its endpoint blocked by concrete barriers.

According to the Dong Hoi Environmental and Climate Change Project Management Board, once the intersection is completed, the road will directly connect central Dong Hoi to National Highway 1 and the bypass, easing urban traffic and facilitating freight and tourism.

“Reviving” the Abandoned Hundred-Billion Dong Road in Dong Hoi Due to BOT Obstacles

As reported by Nguoi Lao Dong, the 1.4 km Dien Bien Phu Road in Dong Hoi, with an investment of 156 billion VND, was intended as a vital East-West axis linking Nhat Le 2 Bridge to National Highway 1. Despite completion in mid-2023, the road remains unused due to connectivity issues.

The delay stems from the BOT investor, Truong Thinh Group, which has not approved the connection to the Dong Hoi bypass.

Over the years, the Quang Binh (now Quang Tri) Provincial People’s Committee and the Ministry of Transport (now Ministry of Construction) have held multiple discussions without reaching an agreement. This delay has led to significant waste, hindering urban development and public investment disbursement.

The Quang Binh Provincial People’s Committee has urged the Prime Minister to direct the Ministry of Transport to negotiate with the BOT investor to resolve the issue promptly.
