The People’s Committee of Hai Phong City has recently approved the investment project for the construction of the Bui Vien – Le Hong Phong traffic intersection in Hai Phong’s Hai An Ward.
With a total investment of over 700 billion VND from the city’s budget, the project aims to progressively enhance the traffic system in Hai An Ward, alleviate traffic congestion, and ensure safety for vehicles passing through the Bui Vien – Le Hong Phong – Ngo Gia Tu intersection. It will also reduce the volume of trucks on National Highway 5 within the city center and other routes, while creating an architectural highlight in the urban landscape.

The project’s scope includes the complete construction of a single-level roundabout intersection with a radius of 30 meters.
Bui Vien Street will feature a 485-meter underpass, including a 125-meter enclosed tunnel with a width of 27.7 meters, designed for six lanes. The open-cut sections on both sides span 360 meters, with a design speed of 70 km/h.
Le Hong Phong and Ngo Gia Tu Streets will remain in their current state, with smooth connections to the roundabout intersection.
The Hai Phong City People’s Committee has designated the Management Board of Traffic and Agriculture Investment Projects as the project investor, with implementation scheduled from 2024 to 2027.
Bui Vien Street is part of the Hai Phong Urban Traffic Development Project, which has been operational since 2020. This new route serves as a segment of the city’s second traffic ring road, establishing a new transportation axis connecting the seaport area to highways and national roads, thereby reducing pressure on inner-city traffic.
