On the morning of September 17th, Prime Minister Pham Minh Chinh and Deputy Prime Ministers chaired the 3rd National Conference to Accelerate Public Investment for 2025.
According to the report, public investment disbursement results were higher than the same period in both relative (percentage) and absolute terms. In the first 8 months, the country disbursed VND 409 trillion in public investment, reaching 46.3% of the plan assigned by the Prime Minister, an increase of 5.9% in percentage and over VND 135 trillion in absolute terms compared to the same period in 2024.

On behalf of the Government, the Prime Minister acknowledged, commended, and highly appreciated the efforts and achievements of ministries, agencies, and localities, particularly the 9 ministries, central agencies, and 22 localities with disbursement rates at or above the national average, significantly contributing to socio-economic development.
However, public investment disbursement still faces challenges, including delays in compensation, land clearance, and resettlement. The supply of raw materials remains unresolved, with prices rising since the tendering phase, increasing costs.
Procurement and inspection processes are still limited, with inadequate handling of violations and delays in public investment management. Some localities lack proactiveness and decisiveness, showing hesitation in leadership and low accountability, even avoiding responsibility and waiting during organizational restructuring.

Eighteen ministries, central agencies, and 30 localities have not fully allocated the capital plans assigned by the Prime Minister, totaling over VND 38 trillion. By the end of August 2025, 29 ministries, agencies, and 12 localities had disbursement rates below the national average.
The Prime Minister criticized and requested these ministries, central agencies, and localities to review and take responsibility, proposing suitable solutions to enhance disbursement. Disbursement results will be a criterion for evaluating officials and work performance.
“Each entity must reflect on their work over the past 8 months to continue implementation in the final months, preparing for the groundbreaking and inauguration of major projects on December 19, 2025, marking the end of the 5-year plan and celebrating the 14th National Party Congress. Build on successes, improve weaknesses, address violations, and resolve bottlenecks,” the Prime Minister emphasized.
To ensure 100% disbursement of public investment in 2025, the Prime Minister directed ministries, central agencies, and localities to urgently review and assess disbursement progress for each project, categorizing them by disbursement status (good, slow, unable to disburse). Develop specific monthly and quarterly disbursement schedules with tailored solutions to meet targets. Assign specific leaders to oversee disbursement for each project or group, linking it to performance evaluations.
The Prime Minister also urged the swift allocation of over VND 38 trillion in capital plans. Regularly review and reallocate funds from slow or non-disbursing projects to those with better disbursement potential and capital needs. Submit proposals for adjusting the 2025 public investment plan by September 20, 2025, to the Ministry of Finance.
The Prime Minister stressed the need to strictly handle project owners, management boards, and contractors deliberately causing delays in capital allocation and disbursement. Promptly review and address underperforming or negligent officials.
