The Hanoi People’s Committee has submitted a proposal to the City Council requesting a resolution to approve adjustments to the investment policy for the Land Recovery, Compensation, Resettlement Support, and Site Clearance Project. This project is part of the construction of the road connecting Gia Binh Airport to Hanoi (within Hanoi’s jurisdiction).
According to the Hanoi People’s Committee, the adjustment aims to incorporate an additional 1.62 km section, previously omitted between two localities, into the sub-project already approved by the City Council under Resolution No. 428/NQ-HĐND dated June 28, 2025.

Under Resolution No. 428/NQ-HĐND, Sub-Project 1: Compensation, support, and resettlement in Gia Lam District will be managed by the Gia Lam District People’s Committee. The project, located in Gia Lam District, has a total investment of over 6.42 trillion VND.
The City Committee proposes renaming the project to “Compensation, Support, and Resettlement in Thuan An and Phu Dong Communes (Hanoi) and Tu Son and Phu Khe Wards (Bac Ninh Province).” The project will be managed by the Phu Dong Commune People’s Committee, with a total investment of over 7.457 trillion VND. It will be implemented in Thuan An and Phu Dong Communes (Hanoi) and Tu Son and Phu Khe Wards (Bac Ninh Province).
For Sub-Project 2:
According to Resolution No. 428/NQ-HĐND, Sub-Project 2: Compensation, support, and resettlement in Dong Anh District will be managed by the Dong Anh District People’s Committee, with a total investment of over 7.619 trillion VND.
The City Committee proposes renaming the project to “Compensation, Support, and Resettlement in Dong Anh and Thu Lam Communes (Hanoi).” The project will be managed by the Dong Anh Commune People’s Committee, with a total investment of over 8.656 trillion VND. It will be implemented in Dong Anh and Thu Lam Communes, Hanoi.
All other aspects of the project will remain unchanged and continue as per Resolution No. 428/NQ-HĐND dated June 28, 2025, of the Hanoi People’s Council.
The proposal is expected to be reviewed and approved by the Hanoi People’s Council during a special session scheduled for September 23.
