On September 18th, at the Vung Ang Economic Zone (Ha Tinh), Vung Ang II Thermal Power Company Limited (VAPCO) held the inauguration ceremony for Unit 1 of the Vung Ang II Thermal Power Plant project.
The Vung Ang II Thermal Power Plant is a key project invested in the Vung Ang Economic Zone (Ha Tinh) with a total investment of $2.2 billion, designed with a capacity of 1,200MW (comprising 2 units), each with a capacity of 600MW for Unit 1.
The project is invested under the BOT model, a collaboration between Japan and South Korea, where 60% of the shares are held by Japanese companies led by the Mitsubishi Group, and 40% by the Korea Electric Power Corporation.
Launched in 2007, the project’s EPC contractor is a South Korean joint venture led by Doosan, with turbines supplied by Japan’s Toshiba. Funding is provided by JBIC, KEXIM, and commercial banks from Japan.

According to Mr. Fukishima, General Director of VAPCO, the Vung Ang II Thermal Power Plant utilizes the most advanced ultra-supercritical boiler technology, along with emission reduction systems widely used in Japan and South Korea. This underscores the investor’s strong commitment to environmental protection and active efforts to mitigate climate change impacts.
During construction, Vung Ang II Thermal Power Company Limited employed over 18,600 workers, significantly contributing to local job creation. The completion of Unit 1 provides stable employment for more than 150 permanent staff, fostering long-term economic stability in the region.
Additionally, Vung Ang II Thermal Power Company Limited has implemented numerous social welfare activities for the local community, investing tens of billions of Vietnamese dong.
Mr. Tran Bau Ha, Vice Chairman of Ha Tinh Provincial People’s Committee, stated that this strategic project ensures national energy security and supports the sustainable development of Ha Tinh Province. It reinforces the province’s commitment to attracting investment, particularly in energy projects, to drive economic growth, improve livelihoods, protect the environment, and contribute to the nation’s overall development.
Unit 2 is scheduled for completion and commercial operation by the end of 2025. Once both units are operational, the Vung Ang II Thermal Power Plant will employ over 500 staff and workers.
Annually, the plant will supply approximately 7.8 billion kWh to the national grid, contributing an average of 30 billion VND per month to the state budget.
