T&T Group Plans $1.2 Billion Urban Development in Upcoming Centrally-Governed City

Following successful ventures in Hanoi and Ca Mau, T&T Group, led by Chairman Do Quang Hien, has unveiled plans for a new urban development project in Bac Ninh province, with an estimated investment of nearly VND 32 trillion.

The People’s Committee of Bac Ninh Province is in the process of appraising and approving the investment policy for the new urban area Ngoi Con Ten and the regional healthcare and sports complex in Bac Ninh Province’s sub-zone 2. Local authorities have submitted the investment proposal and requested the Ministry of National Defense and the Ministry of Public Security to provide opinions on matters related to national defense and security, as required.

The project will be implemented in Chi Lang and Tan Chi communes, with a total investment of nearly VND 31,642 billion (approximately USD 1.2 billion) and a total land area of about 712 hectares.

The goal is to develop a new urban area featuring diverse housing, accommodation, commercial services, healthcare, sports, high-tech agriculture, and experiential tourism.

Planned components include a 40,000-seat central stadium, high-rise and low-rise residential areas, cultural, healthcare, educational, and commercial facilities, parking lots, and tourism infrastructure. Real estate products will be sold, leased, or lease-purchased to domestic and international organizations and individuals.

The project is scheduled for completion within 10 years, divided into two phases. T&T Group, chaired by Bầu Hiển, is the project proposer.

In addition to the Bac Ninh urban area proposal, in early September, T&T Group also proposed two projects: the Phuc Tho Service Urban Area and the Phuc Hoa Eco-Urban Area in Phuc Tho commune, Hanoi.

In Ca Mau, T&T Group has proposed investing in the Hon Khoai island cluster, envisioning a City Port model. Structurally, City Port will include port-industrial-logistics zones, transition areas, urban development zones, and hinterland areas. This model goes beyond a typical port city, with the seaport serving as the primary driver of urban development.

At Ca Mau Airport, T&T Group proposes developing an airport urban area inspired by Singapore’s Changi Airport model. Additionally, the company, led by entrepreneur Đỗ Quang Hiển, has proposed investing in industrial and logistics zones within the Nam Can Economic Zone.

Previously, the People’s Committee of Bac Ninh Province approved the selection of investors for three projects in Tu Son ward, with a total investment of nearly VND 40,000 billion.

The largest project is the new urban area in Dinh Bang ward (now part of Tu Son ward), with a total investment of over VND 16,800 billion. The project covers nearly 54 hectares and will accommodate over 13,700 residents. The implementation period is 6.5 years.

The winning investor is Dong Ngan Investment LLC, established in March this year, headquartered in Tu Son ward, specializing in housing construction.

The second project is a new urban area in Dinh Bang ward (now part of Tu Son ward), covering nearly 53 hectares, with a total investment of over VND 9,500 billion. It will house over 5,400 residents and be completed within 6.5 years. The winning investor is Phu Dien Construction and Trade Investment JSC.

The third project is a new urban and service area in Khac Niem, Van Duong, and Dai Phuc wards (now Hap Linh, Nam Son, and Vo Cuong wards), invested by Vinh Tuy JSC. The project spans over 143 hectares, with an investment of nearly VND 13,600 billion, accommodating approximately 11,440 residents. It will feature low-rise housing, social housing, hotels, and commercial services.

In late August, the People’s Committee of Bac Ninh Province sought opinions on the investment policy for another project: the new urban area in Pho Moi and Viet Hung wards, Que Vo town (now Que Vo ward).

The project covers over 35 hectares, with a population of about 4,720 residents. The total investment is expected to be over VND 2,447 billion. The implementation period is from Q4/2025 to Q3/2031. The project proposer is Thai Son Bac Ha JSC.

During a meeting with Minister of Construction Tran Hong Minh and the ministry’s delegation on September 12, Mr. Vuong Quoc Tuan, Chairman of the Bac Ninh Provincial People’s Committee, affirmed that Bac Ninh aims to become a centrally governed city by 2028 at the latest.

To achieve this goal, the province has identified 11 key development areas for the new era, focusing on spatial development breakthroughs. A key project is the Gia Binh International Airport, which the province is committed to implementing as directed by the Government.

Additionally, the province has launched a 60-80 day campaign to complete agricultural land clearance and simultaneous resettlement for over 82,000 households. Efforts are being made to ensure residents receive their new housing within 5-6 months and that social infrastructure is completed within 6 months of land handover. Compensation payments to residents will be prioritized in the next 1.5 months.

To adjust the urban master plan, the Chairman requested the Minister of Construction to expedite the submission to the Government and the National Assembly for a resolution on urban classification. This is crucial for the province to meet the criteria for becoming a centrally governed city as soon as possible.
