Government Agencies Join Forces to Clean Up Data
In early September 2025, the Ministry of Agriculture and Environment, alongside the Ministry of Public Security, launched a plan to enrich and cleanse the national land database.
Over 90 days (from September 1 to November 30), the two ministries will collaborate with provincial and city authorities to review and clean the entire land database, which has been compiled over various periods across 2,342 administrative units at the commune level. This will involve categorizing a total of 49.7 million land plots.
Relevant agencies will review, supplement, and rectify the land database, updating plot information and the ID cards of land users and owners. Documents will be digitized to create data. Additionally, land plot information will be cross-checked with the national population database and integrated into the VNeID application for public verification.
Recently, the Ministry of Construction issued Decision No. 1253 on the plan to upgrade the housing and real estate market information system.

The ministry noted that the real estate market has long suffered from fragmented and inconsistent information. Data on housing prices, supply, transactions, and planning is often scattered across localities, making it difficult to access or update in a timely manner. This not only complicates management efforts but also exposes investors, businesses, and citizens to risks when making decisions.
Therefore, the Ministry of Construction has decided to enhance and upgrade the housing and real estate market information system into a unified, synchronized digital platform, interconnected with national and specialized databases.
Notably, the ministry aims to ensure that 100% of housing and real estate market data is “accurate, complete, clean, and live,” guaranteeing data security, privacy, and readiness for integration and utilization in a digital environment. Furthermore, the application of technology will enable agencies to support, forecast, and analyze real estate market trends.
The Ministry of Construction has divided the implementation of the upgraded housing and real estate market information system into two phases.
In 2025, the focus will be on reviewing legal provisions in Decree No. 94/2024/NĐ-CP and developing the database according to the plan, ensuring categorization, assessment of the current status, readiness levels, and integration and sharing capabilities.
Training and system usage instruction, along with data creation and synchronization with the ministry’s shared database, will commence in early November and be completed by mid-November. By November 30, data synchronization from the ministry’s shared database with the National Data Center will be finalized.
In 2026, the Ministry of Construction will continue to enhance the quality of the housing and real estate market information system to better support management activities. From June 30 to November 30, 2026, the system will be refined based on additional and updated indicators.
Previously, Ms. Tống Thị Hạnh, Director of the Housing and Real Estate Market Management Department at the Ministry of Construction, announced that the ministry had collaborated with the Vietnam Real Estate Brokerage Association to develop a proposal for a state-managed real estate transaction center.
This center will enhance transparency in real estate commercialization and facilitate the resolution of administrative procedures during transactions. The ministry submitted the proposal to the Government in late June 2025. If the National Assembly approves the pilot resolution at the October 2025 session, the real estate transaction center proposal will take effect from January 1, 2026.
A More Transparent Real Estate Market
Mr. Lê Hoàng Châu, Chairman of the Ho Chi Minh City Real Estate Association, emphasized that creating a comprehensive housing and real estate market information system requires concerted efforts from multiple parties.
First and foremost, it is essential to raise awareness among citizens and businesses about accurately declaring real estate and housing transaction values, reducing the current practice of underreporting to evade taxes. To encourage accurate declarations, penalties for false reporting should be introduced.
“Once a complete database on housing and the real estate market is established and made publicly accessible, market transactions will become more transparent. Tax authorities can then calculate average transaction prices in specific areas for tax purposes, avoiding excessive taxation and reliance on auction land prices for land and housing tax calculations, as is currently the case,” stated Mr. Châu.
According to Mr. Matthew Powell, Director of Savills Hanoi, digital transformation in real estate means streamlining processes to maximize transparency, building trust among buyers, and enhancing the quality and efficiency of all industry activities.
“A major obstacle to digital transformation in real estate is the lack of market transparency and digital transaction data at land registration offices, which increases online transaction risks. Therefore, a clear, transparent national-level management process for land information storage and transaction digitization is urgently needed, rather than relying on individual units,” Mr. Powell stressed.
