For years, Chu Van An Street (formerly in Binh Thanh District, now Binh Thanh Ward, Ho Chi Minh City) has been plagued by chronic congestion and severe flooding in alleys after heavy rains. The 5-6 meter wide section from Binh Hoa Intersection to Phan Chu Trinh Street is particularly notorious as a bottleneck in the area.

In late February 2025, the former Binh Thanh District People’s Committee launched a VND 1,067 billion project to upgrade and widen a 600-meter stretch of the road. Land compensation and clearance account for the majority of the budget at VND 982 billion, with construction costing VND 49 billion. The remainder is allocated for utility relocation and management fees.
The developer and contractors are accelerating the project in two phases to minimize disruption to residents. The initial phase focuses on completing the drainage system and infrastructure. Subsequently, asphalt will be laid to allow traffic flow while work continues on the main road.
After nearly seven months of construction, the drainage system on both sides of the road is nearing completion, as observed by reporters.
The road will be expanded to 23 meters with four lanes, accompanied by a comprehensive drainage system, lighting, and greenery. Upon completion, the road width will quadruple, significantly alleviating long-standing traffic congestion.
The project requires the reclamation of over 14,000 square meters of land, affecting 166 households. Eleven households face complete relocation, while 155 will lose a portion of their property. The image shows residents repairing their homes after handing over land for the project.

Phan Van Tan, a 47-year-old air conditioning repair shop owner who has lived on Chu Van An Street for 31 years, expressed hope that the upgrade would end congestion. However, after nearly six months of construction, the messy conditions during rain have impacted his business. “I hope the project accelerates so residents can resume normal life and commerce,” he said.
The electrical grid along this section awaits relocation.
Several sections have completed drainage installation and await asphalt paving. According to the Binh Thanh Construction Investment Project Management Board, the project is expected to finish in November 2025.

Chu Van An Street, nearly 2 kilometers long, is a vital artery connecting major routes in Ho Chi Minh City, including Dinh Bo Linh, Phan Van Tri, and Phan Chu Trinh. Widening this bottleneck is expected to end persistent traffic jams, address flooding, and enhance urban aesthetics, improving residents’ quality of life.
