On behalf of the Politburo, the Standing Committee of the Secretariat has issued Regulation 365 on the standards for positions managed by the Party Central Committee, the Politburo, and the Secretariat, along with the framework for leadership and management positions at all levels.

This regulation replaces Regulation 89-QD/TW dated August 4, 2017, issued by the Politburo, which outlined the framework for position standards and guidelines for evaluating leaders and managers at all levels. It also replaces Regulation 214-QD/TW dated January 2, 2020, issued by the Politburo, which detailed the framework for position standards and evaluation criteria for officials managed by the Party Central Committee, the Politburo, and the Secretariat.

Regulation 365 specifies the detailed standards for positions such as General Secretary, State President, Prime Minister, Chairman of the National Assembly, and Standing Member of the Secretariat, in addition to the general standards for political, ideological, moral, lifestyle, competency, health, and experience criteria.

For the position of General Secretary, the candidate must fully meet the general standards of a Politburo and Secretariat member while also possessing specific qualities and capabilities.

The General Secretary must be an exemplary figure with high prestige within the Party Central Committee, the Politburo, the entire Party, and the people. They serve as the nucleus of leadership, the core of unity, and the catalyst for harnessing the collective strength of the entire political system, the Party, the people, and the era to achieve the dual strategic goals of national construction and defense. They must embody the highest standards of morality and intellect within the Party.

Additionally, the General Secretary must possess sharp political theoretical thinking and comprehensive, in-depth knowledge across various fields, including politics, economics, culture, society, national defense, security, foreign affairs, Party building, and state management.

They must demonstrate political resilience, innovative and breakthrough thinking, and decisive decision-making. They should have the ability to research, summarize practical experiences, develop theories, and provide strategic direction. They must remain calm and wise when addressing complex issues that impact the Party, the nation, and the people.

The General Secretary must also possess the leadership skills to direct the Party Central Committee, the Politburo, and the Secretariat, as well as the ability to build a strategic cadre of leaders, particularly successors and key officials.

For the position of State President, the candidate must fully meet the general standards of a Politburo and Secretariat member while also possessing specific qualities and capabilities, such as high prestige and the ability to unite the Party Central Committee, the Politburo, the entire Party, and the people.

The State President must have outstanding, comprehensive abilities across all areas of work, particularly in domestic and foreign affairs, security, and defense. They must have a deep understanding of judicial matters and serve as the unifying force for all social groups and ethnic communities both within and outside the country. They must be resolute in leading and managing their assigned functions, duties, and powers.

For the position of Prime Minister, the candidate must fully meet the general standards of a Politburo and Secretariat member while also possessing specific qualities and capabilities, such as high prestige and the ability to unite the Party Central Committee, the Politburo, the entire Party, and the people.

The Prime Minister must have outstanding, comprehensive abilities across all fields, particularly in formulating socio-economic, defense, and security strategies. They must possess sharp, dynamic, and decisive thinking, with the ability to make timely decisions on complex issues related to the executive branch. They must have a deep understanding of the national administrative system, the country’s socio-economic landscape, global economics and politics, and international integration. They must also have comprehensive organizational, management, and leadership skills to direct state administrative agencies and the political system.

Additionally, the Prime Minister must effectively translate and implement the Party’s policies, state laws, and strategies for socio-economic development, defense, security, and foreign affairs.

For the position of Chairman of the National Assembly, Regulation 365 specifies that the candidate must fully meet the general standards of a Politburo and Secretariat member while also possessing specific qualities and capabilities.

The Chairman must have high prestige and serve as the unifying force within the Party Central Committee, the Politburo, the entire Party, the National Assembly, and the people. They must be resolute in leading and managing their assigned functions, duties, and powers.

The Chairman must also have outstanding, comprehensive abilities across all areas of work, particularly in formulating socio-economic and defense strategies, and in institutionalizing the Party’s policies, resolutions, and laws. They must ensure democracy, fairness, transparency, and public representation, upholding the principle that all state power belongs to the people.

The Chairman must have a deep understanding of Vietnam’s legal system, international law, and practices. They must effectively lead and manage the activities of the National Assembly and its Standing Committee.

For the position of Standing Member of the Secretariat, the candidate must fully meet the general standards of a Politburo and Secretariat member while also possessing specific qualities and capabilities, such as high prestige and the ability to unite the Party Central Committee, the Politburo, the Secretariat, and the entire Party.

They must possess sharp political theoretical thinking and comprehensive knowledge across various fields, including politics, economics, culture, society, national defense, security, and foreign affairs. They must have extensive experience in Party building and political system development, be politically astute, and demonstrate resolute leadership. They must also effectively coordinate the activities of the Party Central Committee’s advisory and support agencies, the Vietnam Fatherland Front, and other socio-political organizations.

Candidates for the above positions must have served and successfully completed their terms as provincial or municipal Party committee secretaries, or as heads of central committees, ministries, or agencies. They must have participated in the Politburo for at least one full term. Exceptional cases may be decided by the Party Central Committee.

Regulation 365 also outlines standards for positions such as heads of central Party committees, Chair of the Central Inspection Commission, Chief of the Party Central Committee Office, President of the Vietnam Fatherland Front Central Committee, Vice President, Vice Chairman of the National Assembly, and Deputy Prime Minister.

Additionally, it specifies standards for positions within central Party agencies, the National Assembly, the Government and the Office of the President, judicial bodies, the Vietnam Fatherland Front and socio-political organizations, Party committees directly under the Central Committee (excluding the Central Military Commission and the Central Public Security Party Committee), and provincial and municipal positions.
