Ho Chi Minh City Set to Commence Construction on Nine Metro Lines Simultaneously by Late 2027

Ho Chi Minh City is set to commence construction on 9 Metro lines starting from late 2027, aiming to complete a 355 km urban railway network by 2035 with a total investment of $44 billion.

During a press conference on socio-economic developments held on the afternoon of September 18th, Mr. Đỗ Diệp Gia Hợp, Deputy Director of the Department of Traffic Infrastructure Maintenance and Operation (Department of Construction), provided valuable insights.

According to Mr. Hợp, Ho Chi Minh City is formulating a comprehensive plan to simultaneously implement 9 Metro lines during the 2026-2035 period. The city aims to complete a 355 km urban railway network by 2035.

The proposed Metro lines include: Line 1 (Bến Thành – An Hạ, extending to Bình Dương New City), Line 2 (Bến Thành – Tham Lương, Bến Thành – Thủ Thiêm, Tham Lương – Củ Chi, and extending to Thủ Dầu Một), Line 3 (Hiệp Bình Phước – An Hạ), Line 4 (Đông Thạnh – Tân Sơn Nhất – Bến Thành – Hiệp Phước), Line 5 (Long Trường – Hà Nội Highway – Sài Gòn Bridge – Bảy Hiền – Đa Phước Depot), Line 6 (Inner Ring Road), and Line 7 (Tân Kiên – Thủ Thiêm – Vinhomes Grand Park). Additionally, Vingroup has proposed investing in a railway line connecting the city center to Cần Giờ.

Preliminary estimates indicate a total investment of approximately $44 billion for the 9 Metro lines. Funding will be sourced from the state budget, ODA loans, public-private partnerships (PPP), and value capture from land development under the TOD model.

The Ho Chi Minh City People’s Committee has appointed the Urban Railway Management Board as the project investor, responsible for feasibility studies, overall technical design, and capital mobilization plans to outline the investment roadmap.

Compensation, support, and resettlement efforts are targeted for completion by 2027 to facilitate simultaneous construction. Previously, Ho Chi Minh City established a Metro Development Steering Committee chaired by the Secretary of the City Party Committee, demonstrating a strong commitment to completing the urban railway network. The City People’s Council issued Resolution 38 on TOD urban development, allocating funds and assigning tasks to the Urban Railway Management Board.

Under the special mechanism of Resolution 188, several procedures will be streamlined: Line 1 can be expedited by 3 months, Line 2 by at least 12 months, and projects will not require re-approval of investment policies, saving up to 3 years. This also paves the way for capital mobilization and technology transfer.

Ho Chi Minh City aims to commence construction of Line 2 by late 2025 and all 9 lines by 2027, targeting a 555 km network by 2030. Upon completion, the Metro system is expected to meet 30-40% of public transportation demand by 2035 and 40-60% post-2045.

With extensions to Bình Dương and Bà Rịa – Vũng Tàu, the Ho Chi Minh City Metro network will surpass 1,000 km, establishing a modern urban transportation system. This will significantly reduce traffic congestion and foster regional economic development.
