Quảng Ninh Accelerates Land Clearance to Pave the Way for HDMon’s $1 Billion Mega Project in Vân Đồn Special Economic Zone

Amidst the accelerated land clearance efforts for projects in the Vân Đồn Special Economic Zone, the Monbay Vân Đồn project stands out with its nearly $1 billion investment.

Recently, the leadership of the Van Don Special Economic Zone (Quang Ninh Province) held a meeting regarding land clearance for projects within the area.

Currently, the Van Don Special Economic Zone Management Board is accelerating land clearance for three key projects: the expansion of Road 334 from Ao Tien Golf Course to the Complex Park intersection; the Monbay Van Don high-end tourism, entertainment, golf course, and residential complex; and the Dong Dong Reservoir.

According to reports, approximately 600 organizations and households are involved in the land clearance process for these three projects, covering nearly 1,000 hectares. Local authorities are intensifying public awareness campaigns and community engagement to facilitate the land survey process.

These projects are not only crucial for developing transportation, tourism, and service infrastructure but also play a vital role in completing essential infrastructure, attracting strategic investments to the Van Don Special Economic Zone.

Among the projects undergoing accelerated land clearance, the Monbay Van Don high-end tourism, entertainment, golf course, and residential complex stands out prominently.

The Monbay Van Don project was approved by the Quang Ninh Provincial People’s Committee in June 2025.

With a total investment of approximately VND 24,880 billion (nearly USD 1 billion), the project is developed by Hai Dang Real Estate Investment Company Limited, a member of HDMon Holdings.

Project overview.

The project is located in Ha Long Commune, Van Don District (formerly), covering a total area of approximately 300 hectares, with over 279 hectares on land and the remainder on the sea. The project aims to develop a comprehensive complex of technical and social infrastructure, including urban areas, high-end resorts, golf courses, and entertainment facilities for tourists and residents.

According to the plan, the project will offer diverse housing options, including 236 villas, 257 townhouses, over 2,600 high-rise apartments, and 606 social housing units. Upon completion, the project is expected to accommodate approximately 3,000 guests per day and around 9,800 permanent residents.

The project is scheduled to be implemented from Q2/2022 to Q4/2030, with a maximum operation period of 70 years from the start of operations. It is currently one of the largest resort real estate projects in Van Don.

The development of the Monbay Van Don complex is anticipated to enhance local tourism infrastructure, drive socio-economic growth, and increase investment appeal in Van Don—a rising star in Northern Vietnam’s tourism and real estate landscape.

Previously, in 2022, the project was open for bidding but failed to attract investors meeting the required capacity and experience, leading to the cancellation of the tender.
