Southern Construction Departments Criticized by the Department of Roads for Delayed Capital Disbursement

The Vietnam Road Administration has released a list of 21 Departments of Construction and one project management board that are lagging in disbursing public investment funds for 2025.

Director of the Department of Roads, Bui Quang Thai, has issued a written reprimand to 21 Departments of Construction and 1 project management board for delays in public investment disbursement.

Reports from investors and project management boards indicate that as of September 10th, the volume of acceptance and disbursement is significantly behind schedule, failing to meet registered plans and required timelines. Some units have also neglected to fully comply with reporting procedures, hindering the department’s management and operational oversight.

To address this issue, the Department of Roads demands that investors and project management boards intensify their efforts, accelerate implementation, and expedite the disbursement of management and maintenance funds. Units must devise specific solutions to overcome challenges and ensure 100% disbursement of allocated capital for 2025.

The department also mandates a thorough review to identify surplus funds or unspendable capital, with results reported back to the department. Units are accountable for delays or inaccurate reporting. Data must be regularly updated on the road maintenance cost planning and estimation software, with periodic reports submitted in writing by the 28th of each month.

Specialized divisions within the department are tasked with closely monitoring, inspecting, and consolidating reports for leadership. The Planning and Finance Division is responsible for proposing solutions for surplus or unused funds based on unit data, ensuring disbursement levels remain high.

Additionally, the Director of the Department of Roads has assigned deputy directors to directly engage with localities and units facing delays, aiming to resolve bottlenecks and accelerate project execution and fund disbursement. Relevant localities and Departments of Construction are urged to collaborate and report promptly to prevent delays that could impact overall plans.
