Accelerating the Thu Thiem – Long Thanh Railway Project: A Fast-Track to Progress

The Vietnamese Government Office has issued a document to the Minister of Construction, Minister of Finance, Chairman of the People’s Committee of Ho Chi Minh City, and Chairman of the People’s Committee of Dong Nai Province regarding the implementation of the Thu Thiem – Long Thanh railway project. This project aims to connect with the Long Thanh International Airport.

Following the Ministry of Construction’s proposal on August 13 to study the implementation of the Thu Thiem – Long Thanh railway project linking to the Long Thanh International Airport, Deputy Prime Minister Tran Hong Ha provided several directives.

Accordingly, the directive assigns the People’s Committee of Ho Chi Minh City to study the project’s implementation, as outlined in the Master Plan for the Development of Ho Chi Minh City’s Urban Railway Network by 2035. This plan was approved by the Politburo and has received guidance from the Prime Minister.

Under the National Railway Law, the Thu Thiem – Long Thanh railway line, spanning Ho Chi Minh City and Dong Nai Province, is classified as a national railway. Its investment management falls under the jurisdiction of the Ministry of Construction.

However, the Ministry of Construction’s proposal to designate the People’s Committee of Ho Chi Minh City as the project’s managing agency does not align with the Public Investment Law. The Deputy Prime Minister has instructed the Ministry of Construction to learn from this oversight in future reports and proposals to the Prime Minister.

To ensure the project’s timeline and the seamless integration of Ho Chi Minh City’s urban railway network, connecting Tan Son Nhat Airport with Long Thanh Airport as directed by the Prime Minister, the People’s Committee of Ho Chi Minh City must promptly receive research documents from the Ministry of Construction. They should also proactively develop an investment plan for immediate implementation once conditions are met.

The Ministry of Construction is required to finalize adjustments to the Railway Network Master Plan for 2021-2030, with a vision to 2050, by October.

The People’s Committees of Ho Chi Minh City and Dong Nai Province, in accordance with the Public Investment Law, must urgently review and initiate necessary procedures (such as adjusting planning and reporting to the People’s Council for approval of the managing agency). They should then report to the Prime Minister to officially designate the People’s Committee of Ho Chi Minh City as the project’s managing agency, in compliance with legal regulations.

Previously, on August 13, the Ministry of Construction submitted a document to the Prime Minister, recommending that the People’s Committee of Ho Chi Minh City lead discussions with the People’s Committee of Dong Nai Province. This would establish Ho Chi Minh City as the project’s managing agency, ensuring unified and efficient construction, operation, and land use around the project area.

The Thu Thiem – Long Thanh urban railway spans approximately 42 kilometers, featuring a double-track design with a standard gauge of 1,435 mm and a maximum speed of 120 km/h. The line includes 20 stations and will transport passengers between Ho Chi Minh City, Dong Nai Province, and the Long Thanh International Airport. The total investment is estimated at 3.5 billion USD.
