A Unique Health Insurance Code for Every Individual
Instead of the traditional paper insurance card, citizens will receive a unique Health Insurance Code (BHYT) for lifelong use. This code serves as the basis for insurance benefits and can be integrated into digital platforms such as VssID, VNeID, or the chip-embedded Citizen Identity Card (CCCD).

According to the Electronic Information Portal of the Social Insurance Agency of Dien Bien Province, the Ministry of Health is drafting a circular to guide the amended Health Insurance Law. This includes provisions for the recovery and temporary suspension of electronic health insurance cards.
Specifically, electronic health insurance cards will be revoked if issued to ineligible individuals or if fraud is detected during the card issuance process.
The value of an electronic health insurance card will be temporarily suspended if it is used by someone other than the cardholder for medical examinations or treatments, or if fraudulent or illegal activities are detected in its use.
Upon detecting such activities, the health insurance participant or the medical facility must notify the social insurance agency to request a temporary suspension of the card’s value.
When a card is revoked or its value is suspended, the social insurance agency must inform the health insurance participant.
A suspended electronic health insurance card will be reactivated once the individual who allowed its misuse is legally processed, or if it is verified that no fraudulent or illegal activities occurred.

Step 1: Update the VNeID app to the latest version on CH Play (Android) or App Store (iOS).
Step 2: Log in to the app using your Level 2 electronic identification account (verified with a chip-embedded CCCD at the police station).
Step 3: On the main interface, select “Wallet”.
Step 4: Choose “Integrate Information,” then click “Create New Request” and select “Health Insurance Card” as the document type.
Step 5: Enter the last 10 characters of your Health Insurance Code.
Step 6: Click “Submit Request” and wait for the system to process. Once approved, your Health Insurance Card will appear in the VNeID app.
Proactively updating and integrating your Health Insurance Card into digital platforms not only simplifies personal record management but also prevents unnecessary complications when visiting healthcare facilities starting from July.
