The People’s Committee of Quang Ninh Province has directed relevant departments to study and propose investments for two major transportation projects. These include the extended Coastal Road from Tran Quoc Nghien Street (near P4 pillar of Bai Chay Bridge, Hong Gai Ward) to Bang Bridge via Binh Minh Bridge (Cao Xanh Ward), and the Northwest Coastal Road of Luc Bay connecting from Troi 2 Bridge through Love Bridge to National Highway 279 (Hoanh Bo Ward).
Both projects, spanning Hong Gai, Cao Xanh, and Hoanh Bo Wards, are estimated to cost over VND 5.4 trillion, funded by the provincial budget. Construction is slated from 2025 to 2028. The Northwest Coastal Road of Luc Bay, stretching approximately 8.3 km with a design speed of 60 km/h, is budgeted at VND 2.86 trillion. Meanwhile, the extended Coastal Road, over 7 km long and designed for the same speed, will cost VND 2.618 trillion.
The Project Management Unit for Construction Investment in Zone 1 has already signed a contract for the survey and project development consultancy package.

Once operational, these roads will enhance the value of Luc Bay, attract investors, and materialize plans approved by the Prime Minister.
During a site inspection yesterday (September 18), Mr. Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, emphasized that these projects aim to modernize transportation infrastructure, expand urban spaces, and foster investment in new urban areas north of Luc Bay. They will also optimize land use, boost socio-economic development, and strengthen national defense and security.
Secretary Thang urged involved units and wards to expedite investment procedures and accelerate project timelines.
Quang Ninh has already completed a 6-lane, nearly 20 km coastal road from Hong Gai Ward (former Ha Long City) to Cu Ong Ward (former Cam Pha City), featuring modern infrastructure. This route, connecting Ha Long Bay (a UNESCO World Heritage Site) with Bai Tu Long Bay, is celebrated as Vietnam’s most picturesque coastal road.
Winding through limestone mountains and mangrove forests, it has become a favorite scenic route for locals and tourists alike.
Additionally, Quang Ninh aims to transform Luc Bay into the “Sydney Harbor of Ha Long Bay,” focusing on world-class tourism development, infrastructure upgrades, pollution control, environmental preservation, and modern urban and marina construction.
