Unlocking Maritime Potential: Scaling Investments in Cai Mep Ha Port to Drive Ho Chi Minh City’s Blue Economy

The Chairman of the Ho Chi Minh City People’s Committee conducted a survey and actively promoted investment in the Cai Mep Ha Port, aiming to bolster maritime economic development, enhance logistics capabilities, and foster connectivity among major projects.

On September 20, Ho Chi Minh City People’s Committee Chairman Nguyen Van Duoc, along with a delegation from the City People’s Committee, conducted a survey of the Cai Mep Ha port area (Tan Phuoc Ward). They also visited and worked with the investor of the Long Son Petrochemical Complex (Long Son Commune) to assess the potential, opportunities, and understand the expectations of investors in this crucial maritime area of the City.

During the survey, in discussions with leaders of Germalink Port (the largest deep-sea port in the Cai Mep-Thi Vai area) and Long Son Petrochemical Co., Ltd. (LSP), which manages the Long Son Petrochemical Complex, Chairman Nguyen Van Duoc stated that after consolidation, Ho Chi Minh City is planned to be divided into three regions: the old Ho Chi Minh City as a financial and high-tech center; the old Binh Duong as a high-tech industrial region; and Ba Ria-Vung Tau as a maritime economic region, with the core being the Cai Mep Ha free trade zone and petrochemicals.

Mr. Nguyen Van Duoc emphasized the critical role of the maritime economy in the development of Ho Chi Minh City and the entire country in the coming years. Through surveys, research, and studies on planning for the Cai Mep-Thi Vai port cluster and Can Gio seaport, as well as connecting transportation routes, free trade zones, logistics, etc., it is evident that this area is forming a strong attraction and robust development for the City in the near future.

The Long Son Commune area is an ideal location for the development of the refining and petrochemical industry. LSP has developed a modern petrochemical complex here, valued at over $5 billion, contributing approximately $150 million annually to the City’s budget and providing jobs for more than 1,000 highly skilled workers.

Moving forward, the City will continue to attract investment in this sector and requests LSP to consider expanding production, contributing to the City’s development.

Mr. Kulachet Dharachandra, Country Director of SCG Group in Vietnam and CEO of LSP, announced that the company is embarking on a strategic development project—the LSP Improvement Project (LSPE)—with a total investment of $500 million to construct two Ethane storage tanks as high-competitive feedstock for the complex.

LSPE will be a breakthrough in reducing production costs, cutting greenhouse gas emissions, and enhancing the long-term sustainability of operations.

Currently, the 11th amended investment registration certificate related to the project is under review by the Ho Chi Minh City People’s Committee, and the company hopes for approval by October.

Additionally, to implement new projects and modern technologies at the Long Son Petrochemical Complex, LSP will need to attract investment and establish joint ventures, requiring continued support and guidance from the City People’s Committee regarding procedures and permits.

Mr. Cao Hong Phong, Deputy Director of Gemalink Port, opined that with the seamlessly planned berths in the Cai Mep-Thi Vai area, favorable natural conditions, and available cargo, the Cai Mep-Thi Vai area can fully compete with Singapore.

Recently, Gemalink Port submitted a proposal to continue investing in the Cai Mep Ha multi-purpose port project, with immediate cargo commitments from existing and future partners.

Mr. Cao Hong Phong added that Gemalink Port is one of 19 ports globally capable of handling container ships with a capacity of up to 250,000 DWT, equivalent to 24,000 TEUs.

In 2024, Gemalink Port Phase 1 handled 525 ship calls with a volume of 1.75 million TEUs, and in 2025, it is expected to reach nearly 2 million TEUs.

The Vietnam Maritime Administration and the Ministry of Construction are proposing to adjust the berth length from 510m to 900m, ensuring the simultaneous handling of two 250,000 DWT ships.

According to Mr. Cao Hong Phong, with the above planning, the entire area from the existing CMIT port to the downstream Cai Mep Ha port will have a berth length of approximately 22km, larger than the scale of Singapore’s port. At that point, the Cai Mep area will have an advantage unmatched by any other country in the world in terms of berth length and the ability to handle the largest ships.
