Hanoi Proposes Monthly Allowance of Nearly VND 5 Million for Firefighters and Rescue Teams

Unveiling a groundbreaking proposal, the highest level of support for firefighters and rescue personnel is set to reach an unprecedented peak, equivalent to one times the minimum wage of Region I, approximately 5 million VND per person per month. This initiative aims to recognize and reward the bravery and dedication of these unsung heroes, ensuring their unwavering commitment to safeguarding lives and properties.

The Hanoi People’s Committee has submitted a proposal to the Hanoi People’s Council, seeking the issuance of a resolution outlining financial support for fire prevention, firefighting, and rescue operations (FPFR) across the city.

According to the Hanoi People’s Committee, between 2020 and 2024, the city recorded 3,195 fire incidents, resulting in 141 fatalities, 145 injuries, and property damage estimated at 114 billion VND. In the first six months of 2025 alone, 336 fires occurred, claiming three lives and injuring four individuals.

The Fire Prevention and Rescue Police Force comprises 1,658 officers and soldiers, along with 282 conscripted soldiers and 63 contract workers.

Currently, the city provides monthly support of 3.6 million VND per person to 824 officers and non-commissioned officers directly involved in firefighting and rescue operations.

However, many specialized officers and soldiers tasked with FPFR duties, such as those in planning, monitoring, and safety guidance, as well as those handling disaster prevention, search and rescue, and manning the 114 hotline, lack financial support.

Additionally, FPFR personnel under the Capital Command and other forces (commune police, self-defense militias) currently receive no support.

The Hanoi People’s Committee proposes the following: Officers and soldiers (including conscripts) of the Fire Prevention and Rescue Police Force (Hanoi Police Department) will receive a one-time payment equivalent to the Region I minimum wage per person per month (Region I minimum wage: 4,960,000 VND/month).

A support of 0.8 times the Region I minimum wage will be provided to: Specialized officers at the Command Information Center and Planning Department (Hanoi Police Department) responsible for receiving alerts, dispatching forces, and managing FPFR operations; officers and soldiers on duty for disaster prevention, search and rescue; and the editorial team of the Comprehensive Planning Unit under the Planning Department (Hanoi Police Department).

For firefighting and rescue forces under the Capital Command: Specialized officers and soldiers in the Engineering Battalion, Firefighting Company, and Chemical Defense Unit of the General Staff will receive 0.8 times the Region I minimum wage monthly.

Support personnel in firefighting and rescue operations, including those in the Engineering Department, Chemical Department, Engineering Battalion 544, Firefighting Company, and Chemical Defense Unit of the General Staff, will receive 0.5 times the Region I minimum wage monthly.

Other forces, such as civil defense teams, self-defense militias, commune police, and individuals, will receive support based on their roles and incident specifics. Injured personnel will receive medical expense coverage and disability allowances, while bereaved families of deceased personnel will receive funeral and bereavement support.

The total annual support budget is estimated at 474 billion VND, funded by the city’s budget.

The proposal will be reviewed and approved by the Hanoi People’s Council during a special session scheduled for September 23.
