National Assembly Standing Committee Reviews Key Personnel Appointments and Critical Agenda Items

The Standing Committee of the National Assembly will review personnel matters, provide opinions, and make decisions on several critical issues within its jurisdiction.

Continuing the 49th Session (Phase 3) of the National Assembly’s Standing Committee (NASC), from September 22 to 23, the afternoon of September 25, September 26, and the morning of September 29, the NASC will convene to review and provide opinions on 27 agenda items, as well as make decisions on several critical matters within its jurisdiction.

During this session, the NASC will offer feedback on several draft laws, including: E-commerce; Thrift and Waste Prevention (comprehensive revision of the Law on Thrift Practice and Waste Prevention); Deposit Insurance (amended); Civil Servants (amended); Forensic Expertise (amended); amendments to certain articles of the Law on International Treaties; Cybersecurity (comprehensive revision of the Cybersecurity Law and consolidation of the Network Information Safety Law into a single law); amendments to specific articles of 10 laws related to security and order; State Secrets Protection (amended); amendments to certain articles of the Intellectual Property Law; and Planning (amended).

The committee will also review adjustments to the 2025 budget estimates among ministries, central agencies, and local authorities, ensuring alignment with the organizational structure of these entities post-reorganization.

Additionally, the NASC will provide input on reports from the Government, the Supreme People’s Court, and the Supreme People’s Procuracy regarding the implementation of the Constitution, laws, National Assembly resolutions, ordinances, and NASC resolutions. It will also review summary reports of the 2021-2026 term by the State President and the Government, as well as address personnel matters.

The committee will consider and adopt a Resolution on the 2026 Legislative Program.

Simultaneously, the NASC will examine reports from Government members, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and the Auditor General regarding the implementation of specific resolutions from the 14th and 15th National Assembly terms related to thematic supervision and questioning.

The committee will also review the Government’s report on citizen reception and the resolution of administrative complaints and denunciations in 2025, including inputs from the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit. It will provide feedback on the State Audit’s 2026 audit plan, 2025 work report, and term report.

Furthermore, the NASC will consider and adopt a Resolution outlining the organization of voter conferences, the introduction of commune-level People’s Council candidates in villages and residential areas, and the consultation and nomination process for supplementary elections of National Assembly and People’s Council delegates (guiding Articles 45.5, 52.4, and 92.2 of the Law on Election of National Assembly and People’s Council Deputies).

The committee will review a draft Joint Resolution by the NASC, the Government, and the Presidium of the Vietnam Fatherland Front Central Committee, guiding the consultation and nomination process for candidates for the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term.

It will also consider a draft Joint Resolution amending and supplementing the Joint Resolution of the NASC, the Government, and the Presidium of the Vietnam Fatherland Front Central Committee, detailing the process for National Assembly and People’s Council deputies to meet with voters. Additionally, the NASC will review and adopt Resolutions issuing model working regulations for provincial and municipal People’s Councils, as well as for commune, ward, and special zone People’s Councils.

During this session, the NASC will also review the National Assembly’s Supervisory Mission Report on the “Implementation of policies and laws on environmental protection since the 2020 Law on Environmental Protection took effect.” It will consider and adopt a Resolution on the 2026 Legislative Program and provide feedback on the draft summary report of the 15th National Assembly and NASC term.
