Resolving Four Housing Projects
Task Force 5013, led by Director of the Ho Chi Minh City Department of Agriculture and Environment, Nguyen Toan Thang, recently met with developers of four commercial housing projects to address bottlenecks and expedite land ownership certificates (pink books) for residents.

The high-rise apartment project at 102 Phan Van Hon (Dong Hung Thuan Ward, HCMC) is under review for bottleneck resolution.
Specifically, the high-rise apartment project at 102 Phan Van Hon, developed by Thuan Kieu Company, comprises 8 blocks with 1,172 units. In 2016, the HCMC Department of Natural Resources and Environment issued a pink book for the developer covering 14,770 sqm for social housing construction. The project was completed in 2019. However, in 2020, the HCMC People’s Committee issued a forced execution order for Block C due to real estate business violations.
A representative from Thuan Kieu Company stated that 70% of the maintenance fee has been handed over, with the remainder expected to be completed by October 2025. The company has also rectified construction violations. The task force requires the developer to commit to environmental protection procedures, settle outstanding maintenance fees, and finalize project area measurements to issue pink books to residents, preventing prolonged disputes.
Another project, Xi Grand Court (256 – 258 Ly Thuong Kiet, Dien Hong Ward), developed by Phu Son Thuan Company, includes 759 units, with 489 already certified and 259 apartments plus 11 officetels pending certification.
The task force urges the developer to promptly complete the environmental impact assessment, clarify additional financial obligations, and hand over the remaining maintenance fees to residents. The Department of Agriculture and Environment also directs the Land Registration Office to continue processing pink book applications for the remaining cases.
Additionally, the task force met with developers of the Song Kim residential area (An Hoi Tay Ward) by Song Kim Trading Co., Ltd., and the Phuoc Loc garden residential area (Can Gio District) by Phuoc Loc Real Estate Trading Co., Ltd. For these projects, the task force mandates developers resolve specific issues and report to the Department of Agriculture and Environment to facilitate pink book issuance for residents.
Expanding Scope
According to Nguyen Toan Thang, during the resolution process, Task Force 5013 proposed solutions, but some developers remain uncooperative. Projects may change hands, but under the law, new investors must inherit all associated responsibilities. Some developers, upon acquisition, fail to anticipate challenges and subsequently delay compliance.

In practice, when issuing certificates, the task force certifies buyers while imposing sanctions on developers by withholding approvals for certain project components until responsibilities are fulfilled.
“These projects face issues under old laws. Projects under the new 2024 Land Law will face stricter scrutiny from approval to sales, minimizing such legacy issues,” said Thang.
The Department of Agriculture and Environment has proposed the HCMC People’s Committee strengthen Task Force 5013 by adding members and expanding its mandate to address all pending projects across the new HCMC administrative area, not just the pre-merger area.
The task force’s role will continue to resolve legacy issues. Beyond the pre-merger HCMC area, it will address projects in Binh Duong and Ba Ria – Vung Tau.
After eight months, Task Force 5013 held 33 meetings, resolving bottlenecks for 176 commercial housing projects with 108,170 units and over 1,247 other properties. It facilitated pink book issuance for 126 projects, releasing 87,547 units and 1,247 properties to the market. Transfer contracts valued at over VND 118.9 trillion generated VND 594 billion in registration fees for HCMC’s budget.
