The People’s Committee of Kien Hung Commune, Hai Phong City, has recently issued a decision regarding land allocation and lease to Vinhomes Hai Phong Industrial Park Investment Joint Stock Company in the commune.
Accordingly, the commune’s People’s Committee permits the conversion of 306,649.6 square meters of rice cultivation land in Da Ngu Village, Kien Hung Commune, Hai Phong City, into non-agricultural land for use.
The purpose of this allocation is to grant the aforementioned 306,649.6 square meters to Vinhomes Hai Phong Industrial Park Investment Joint Stock Company for the implementation of the Tan Trao Industrial Zone Infrastructure Development Project (Phase 1).

The land use term is 50 years, starting from the date the State decides to allocate, lease, and convert the land use purpose. The land use form is state-leased land with annual land rent payments.
The land allocation method is direct allocation without auctioning land use rights or bidding for investor selection to implement the project using the land.
The land price after conversion, located in Position 1, Area 1, on Road 363 (from Tan Trao Health Station to Duong Ao Ferry, as per Item 17.3 in Table 6 of Decision No. 22/2022/QĐ-UBND dated April 28, 2022, by the Hai Phong City People’s Committee), is 850,000 VND per square meter.

The Tan Trao Industrial Zone (Phase 1) spans approximately 227 hectares with a total investment of nearly 4.06 trillion VND, located in Kien Hung and Nghi Duong Communes (formerly Kien Thuy District), Hai Phong City. The project is expected to break ground by the end of this month.
According to the environmental impact assessment report, the Tan Trao Industrial Zone’s implementation timeline is 5 years, from Q2/2025 to Q2/2030. Specifically, land clearance will be conducted from now until the end of the year. Starting in 2026, the company will commence infrastructure construction and begin operations in Q2/2030.
The Tan Trao Industrial Zone aims to attract industries such as electrical, electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy, and renewable energy.
To execute the project, approximately 227 hectares of land will be reclaimed, affecting 1,600 households, including over 30 households with residential land. To date, the Kien Hung Commune People’s Committee has notified 1,155 households of the land reclamation.
Specifically, Da Ngu Village has completed compensation payments to 299 households, totaling over 145 billion VND, and handed over the land to the investor on September 15, 2025.
