Ha Tinh province stands as a frontrunner in Central Vietnam for wind energy development. The approval of a $7.4 billion investment project to harness the vast, untapped wind power potential underscores the region’s commitment to clean energy for both the province and the nation.
On September 18, 2025, Tran Bau Ha, Vice Chairman of Ha Tinh Provincial People’s Committee, greenlit the Ky Anh Wind Power Plant project, valued at $7.4 billion. This initiative boasts a total capacity of 400 Megawatts, powered by 47 turbines (each with a capacity of 5-8.5 Megawatts).
Slated for implementation in Ky Xuan, Ky Anh, and Ky Khang communes, the project is expected to commence operations in Q4/2028, with a 50-year operational lifespan.

Proposed by a leading conglomerate in April 2025, the project features an investor equity of $1.4 billion (20%) and mobilized capital of $5.9 billion (80%). The surveyed area spans approximately 5,069 hectares.
To integrate with the national grid, the selected investor will construct a dual-circuit 500 kV transmission line from the plant’s substation to the national 500 kV grid connection point.
Ha Tinh is already home to several major wind energy projects, including HBRE Group’s $2 billion initiative (350.35 GWh/year), Ky Anh DT2 Wind Power Plant (49.5 MW, covering 2.69 hectares on land and 4.41 hectares offshore), and Cam Xuyen 1 Wind Power Plant (70 MW, near the former Cam Xuyen coast).
