On the morning of September 22, at the Government Office, Deputy Prime Minister Nguyen Hoa Binh, Head of Steering Committee 751, chaired a meeting with leaders of Party committees, agencies, and units to evaluate the implementation of tasks over the past period and direct key tasks for the upcoming period.
Reporting at the meeting, Deputy Minister of Finance Do Thanh Trung stated that the Ministry of Finance has absorbed, revised, and finalized the draft report to the Politburo on resolving difficulties and obstacles for prolonged stalled projects.
Many speakers at the meeting emphasized that the policy of reviewing and addressing difficulties for stalled projects is a major and very correct policy of the Party. The Government and Steering Committee 751 have vigorously directed its implementation, achieving initial positive results.
Delegates at the meeting clarified that this policy must be implemented more vigorously through synchronized solutions, addressing practical obstacles. This will inject significant resources into the economy, effectively serving growth and development goals, particularly the target of double-digit growth in the coming years.
However, delegates noted that the implementation principle should be proactive, urgent, and swift but must comply with regulations, align with practical realities, and address local conditions. Solutions should be reasonable and empathetic, maximizing support for businesses while strictly avoiding the legalization of violations.
Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh stated that the Politburo has concluded and vigorously directed the focus on resolving difficulties and obstacles for prolonged stalled projects. This aims to inject resources into the economy, promote production and business, and support enterprises in line with the innovative spirit of Resolution 68. Over the past period, the Government has concentrated on addressing many projects.
According to the Deputy Prime Minister, the Government has been very resolute in implementing the Politburo’s directive on addressing difficulties for projects, yielding significant results.
First, it has unlocked substantial land and financial resources, injecting them into the economy. To date, the Government has resolved, within its authority, and directed localities to address difficulties for 1,154 projects with a total registered investment value of approximately 675 trillion VND and hundreds of thousands of hectares of frozen land.
The second result highlighted by the Deputy Prime Minister is the prevention of waste, exemplified by the Bach Mai and Viet Duc Hospital projects, which had been idle for a decade. Resolving these projects has unlocked significant assets.
Third, it has identified policy and institutional shortcomings, including many inconsistent regulations, particularly in land and bidding. Recognizing these issues has led to policy improvements.
Fourth, through addressing project difficulties, violations have not been legalized. All violations have been inspected, audited, and strictly handled in accordance with the law.
Fifth, it has strengthened public and business trust in the Party’s correct policies. Additionally, it has helped many businesses avoid bankruptcy, created jobs, and alleviated challenges for the banking sector, ensuring macroeconomic stability.
Affirming the commitment to resolving project difficulties, the Deputy Prime Minister noted that the main obstacles stem from unreasonable procedures and regulations. Newly issued legal provisions have addressed previous inconsistencies. With the pilot results of Conclusion 77 and Resolution 170, localities have requested the expanded application of this mechanism.

The Deputy Prime Minister requested the Standing Agency of the Steering Committee to absorb feedback from agencies, finalize the report to the Politburo, and expressed confidence that with a meticulous, scientific, and cautious approach, involving feedback from agencies, businesses, and the public, this policy will succeed. It is expected to inject resources worth millions of billions into the economy by early next year.
