Vinh – Thanh Thuy Expressway Project

Recently, Deputy Prime Minister Tran Hong Ha established the State Appraisal Council to review the pre-feasibility study report for the Vinh – Thanh Thuy Expressway project. The approximately 60 km project is expected to break ground in 2026.

Specifically, according to the Deputy Prime Minister’s decision, the Minister of Finance will chair the council, with the Deputy Minister of Finance serving as Vice Chairman. Additionally, council members include leaders from the Ministries of Construction, National Defense, Public Security, Agriculture, and Environment, as well as the Chairman of the People’s Committee of Nghe An Province. The Ministry of Finance will act as the standing agency.

The council is responsible for appraising and finalizing the report to determine whether the Vinh – Thanh Thuy Expressway project meets the conditions for the Government to submit to the National Assembly for investment approval. Notably, the council will dissolve upon project approval.

The Vinh – Thanh Thuy Expressway starts at Km0+000, connecting with the North-South Eastern Expressway section from Dien Chau to Bai Vot (Hung Tay intersection, Hung Nguyen commune, Nghe An province), and ends at the Thanh Thuy Border Gate Economic Zone (adjacent to the Thanh Thuy/Nam On border gate).

The Vinh – Thanh Thuy Expressway spans approximately 60 km, passing through nine communes in Nghe An Province: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam, and Kim Bang.

According to the road network plan for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister, the Vinh – Thanh Thuy Expressway will feature a complete 6-lane design with a speed limit of 100 km/h. In challenging sections, the speed limit will range from 60 to 80 km/h. The road foundation for the 100 km/h sections will be 32.25 meters wide, while the 60-80 km/h sections will be 29 meters wide.

In practice, based on transport demand forecasts and resource balancing, the Nghe An Provincial People’s Committee proposes an initial investment in a 4-lane expressway (including two lanes and an emergency lane in each direction), with a road foundation width of 22-24.75 meters. Bridges along the route will be designed for 6 lanes (29-32.25 meters wide). Excavation and embankment areas will accommodate a 6-lane foundation, and land clearance will cover the 6-lane width.

The project requires approximately 648 hectares of land, affecting an estimated 2,833 households, including 221 households requiring resettlement.

The preliminary total investment for the expressway is nearly 24 trillion VND. The Nghe An Provincial People’s Committee proposes public investment, with funding sourced from the central budget surplus in 2024 (100 billion VND for preparation), the central budget for 2026-2030 (22.439 trillion VND), and the local budget for 2026-2030 (1.411 trillion VND for land clearance).

The proposed timeline includes investment preparation and land clearance starting in 2025, construction beginning in 2026, substantial completion by 2028, operation in 2029, and final settlement in 2030.

A Key Expressway Connecting Vietnam and Laos

According to the Ministry of Construction, upon completion, the Vinh – Thanh Thuy Expressway will be a vital segment of the Hanoi – Vientiane axis, creating the shortest high-speed route between the capitals of Vietnam and Laos.

Once operational, the expressway will facilitate smooth travel from Vientiane to Vietnam’s coastal economic zones, particularly Nghe An. It will also foster the development of the East-West economic corridor, linking the Mekong sub-region with the Indian Ocean and the Pacific, reducing transport times compared to sea routes.

Beyond enhancing socio-economic connectivity, transport capacity, and urban and industrial development, the Vinh – Thanh Thuy Expressway is expected to boost tourism and support sustainable poverty reduction in the region.

From July 1, 2025, following provincial mergers, Nghe An will cover 16,486.49 km², ranking fourth in area nationwide.
