Billion-Dollar Project Developer Suddenly Appears on Tax Defaulters List

Cát Linh Group, a prominent real estate and hospitality developer with multi-billion-dollar projects, has been publicly named by the Ho Chi Minh City Tax Department for outstanding tax liabilities and budget contributions exceeding 21 billion VND.

Ho Chi Minh City’s Tax Department has released a list of 252 entities in arrears for taxes and other state budget contributions as of August 2025 (up to September 16, 2025), totaling VND 129.69 billion.

Notably, Cat Linh Construction Investment JSC (Cat Linh Group) ranks among the top tax defaulters, owing over VND 21.2 billion.

According to the National Business Registration Portal, Cat Linh Group was established on March 1, 2010, with an initial charter capital of VND 100 billion, later increased to VND 268 billion in October 2015. Mr. Nguyen Duy Hung currently serves as both the legal representative and CEO of Cat Linh Group.

As highlighted on their website, Cat Linh Group has undertaken several large-scale projects, including: Xi Grand Court Complex (total investment of VND 4 trillion); Dong Phuong Apartment and Shopping Center (VND 2.8 trillion); Thi Nai Lagoon Entertainment Area (VND 1.602 trillion); and Mermaid Seaside Hotel & Apartments (VND 400 billion).

Additionally, the company partnered with Mai Quyen Tourism LLC to form the Cat Linh Group – Mai Quyen joint venture, which is developing the Ao Tien Cat Linh Luxury Hotel & Resort Complex with a total investment of VND 3.9108 trillion.

Cat Linh Group also indirectly participates in the PST Van Don Tourism & Resort project, spanning 100,000 m² with an investment of VND 300 billion, through its subsidiary Phu Son Thuan Construction Investment JSC.

Established in 2009, Phu Son Thuan is a key member of the Cat Linh ecosystem. The company is the developer of the Xi Grand Court high-rise project (Ly Thuong Kiet, District 10, Ho Chi Minh City), covering 17,940.5 m² with an investment of VND 4 trillion. In July 2014, Phu Son Thuan signed a construction contract with Cat Linh Group to execute the Xi Grand Court project.

In Binh Dinh Province, Phu Son Thuan is also investing in the Thi Nai Lagoon Entertainment Area, a 30.44-hectare project with an investment of VND 795.6 billion, located in Nhon Hoi Commune, Quy Nhon City.
