Recently, the People’s Committee of An Khánh Commune (Hanoi) chaired and coordinated with Song Da – Viet Duc Investment Joint Stock Company and related units to publicly announce the adjusted detailed planning of the Nam An Khanh Urban Area and its expanded Zone B, at a scale of 1/500, specifically for the HH3 land plot as designated.
According to the 2011-approved adjusted detailed construction plan for the Nam An Khanh Urban Area and its expanded Zone B at a scale of 1/500, the HH3 land plot is designated for mixed-use development, including high-end apartments, offices, hotels, services, commercial spaces, and other public facilities.
The land area is approximately 40,000 m², with a construction area exceeding 21,000 m² and a total floor area of around 421,000 m² (comprising commercial service area and apartment floor area). The podium has a building density of 53%, while the tower has a density of 40%. The floor area ratio is 10.5 times, with a maximum height ranging from 7 to 40 floors.
The current plan maintains the land area, land use function, and building height as per the approved 1/500 detailed plan. Adjustments include reducing construction area, building density, total floor area, and floor area ratio.
The population capacity has been increased from 2,800 to 5,400 residents. Additionally, the spatial arrangement for the HH3 land plot has been adjusted to include six 31-40 story buildings (arranged in a staggered pattern), dispersed around the plot, with a 7-story parking structure in the center. The rooftop features greenery, gardens, and sports facilities.
The Nam An Khanh Urban Area, initiated in 2008 with a total construction area of nearly 190 hectares and an investment of 2.6 trillion VND, is developed by Sudico (Song Da Urban and Industrial Zone Development Investment Joint Stock Company).
During heavy rainfall, Nam An Khanh frequently experiences flooding, turning many roads into “rivers” within the urban area. The primary cause is the incomplete and unsynchronized drainage system, making this area an “island” in the heart of the city.
In response, in May 2025, the Hanoi People’s Committee approved the investment policy for the construction of a wastewater collection system and treatment plant in Nam An Khanh, Phase 1, with a total investment of over 430 billion VND, to be implemented from 2026 to 2029.
Additionally, the western area of Hanoi, including Nam An Khanh, is benefiting from several other infrastructure projects. Notably, the construction of the interchange between Ring Road 3.5 and Thang Long Avenue, valued at 2.4 trillion VND.
Specifically, in April 2025, the Hanoi People’s Committee commenced the investment project for the interchange between Ring Road 3.5 and Thang Long Avenue.
The interchange includes a tunnel passing under Thang Long Avenue along Hoang Tung Street (also known as Le Trong Tan Street) towards National Highway 32, with a central alignment of Hoang Tung Street and a length of 975 meters; four turbine branch bridges made of prestressed concrete slabs, totaling 2,357 meters in length.
This interchange is particularly crucial for enhancing connectivity between Ring Road 3.5 and Thang Long Avenue, two vital traffic arteries in western Hanoi. Upon completion, the project will significantly reduce travel time for thousands of residents in areas such as Geleximco Villas, Nam An Khanh, Thien Duong Bao Son, and Duong Noi to My Dinh and central Hanoi.
